HISTORY:
The original platting of this property in large blocks took place in 1990.
Replatting has occurred periodically with the sale of the individual sites. On June
11, 1996, upon favorable recommendation from the Planning and Zoning
Commission, City Council approved a Replat of Lot 2, Block 6, & Block 5. The
resulting lots were labeled Lot 1, Block 5, and Lot 2, Block 5.
TRANSPORTATION:
Beltline Road is an existing 6-lane divided major arterial in a 120'
wide right-of-way. Wrangler Drive is a 2-lane asphalt street
within a 65'-wide right-of-way shown on the thoroughfare plan as
a C4U, 4-lane undivided collector street requiring a 70' of right-
of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property suitable for
light industrial and showroom uses.
DISCUSSION:
The purpose of this replat is to plat the fire lanes and record additional
utility easements. The Site Plan review consists of evaluating the
proposed building in terms of its elevations and building materials, as well
as verifying that the site is adequately landscaped.
The applicant is proposing to build a 151,304 square foot building for
IBM which will be leasing the entire building and utilizing the facility as
a call center. Anticipated employment at this location will range between
800 and 900 people.
The exterior building facade will be very similar in appearance to existing
warehouse distribution facilities located in the Park West Commerce
Center Industrial Park. The exterior will be painted tilt walls and the
storefront windows will have tinted glass. The applicant is proposing a
gray paint finish for the cornice, white finish for the area below the
cornice above the storefront windows and gray finish for the lower third
of the building. Feature entrances will be located along Beltline Road, as
well as on the west side of the building which will be primarily used by
IBM employees. Scored concrete paving and stairs will accentuate the
entrances into the building, as well as a number of concrete panels with
reveals and a wood and steel trellis above and between each of panels.
The applicant is proposing landscape strips all around the building, as well
landscaping by the entrances. An interior oversized landscape strip is also
being proposed for the parking area on the west side of the building.
A single loading dock is shown on the northern elevation of the building
which will have to be screened. The zoning ordinance calls for a 6' high
brick wall but the applicant may request Council to waive or modify the
requirement and allow a landscaped screen. The applicant is showing on
the north and south sides of the building a detached screen wall with
trellis. Staff is presuming it to be a decorative feature but would like
more detail with regards to the elevations of this amenity.
Despite the user's tremendous parking requirement, the applicant has met
the city's landscaping requirements. The oversized landscaped feature on

the west side of the building, the landscaped strips around the facility and
the use of oversized parking islands help to offset the vast amount of
parking pavement. Shortfalls with regards to the plan relate to some
planting islands not containing a tree and the minimum tree size being 2"
caliper trees instead of the required 3" caliper trees.
On the southwest corner of Beltline Road and Wrangler Drive the
applicant is proposing a monument sign. An elevation of the sign is
required specifying size and materials. For a site this size the applicant
is limited to a 60-square-foot monument sign not exceeding 6 feet in
height.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the replat and site plan subject to the following
conditions being met:
1)
Lot 1, Block 5 (property to the north of this replat) shall be replatted to
relocate the fire lane and a new site plan shall be submitted for approval
by the City prior to the issuance of a building permit thereon.
2)
The loading area shall be screened with a 6 foot high brick masonry screen
or a variance shall be granted by Council with landscape screening,
waiving the masonry requirement.
3)
Planting islands shall contain at least one tree, and the minimum tree size
shall be 3" caliper trees.
4)
Elevations shall be provided for the L-shape screening found on the north
and south elevations of the building, as well as for the monument sign
located at the southwest comer of Beltline Road and Wrangler Drive.
5) Compliance with Engineering comments.
