Dear Mr. Higgins:
This letter is written in response to the latest set of fire protection plans (revision date 2/28/96)
that you have submitted for Park West Business Center II, Block 6, Lot 1. It has become
increasing apparent that it will be very difficult for you to access the water line on the south side
of Wrangler Drive to complete your fire line loop and install your meter vault as requested by
the Fire Department. As we were prepared to approve your plans, one of my inspectors asked
whether you were aware that there was a GTE fiber optics line running on the north side of
Wrangler Drive. The reason the inspector knew of the line being there was because a sewer line
had just been installed immediately south of the fiber optics and immediately north of the asphalt
paving on Wrangler Drive. The last time you and I spoke I was unaware that the sewer line was
them because it did not show up on any of our sets of plans or drawings for utilities within the
City. It is still in the process of being as-built into the City's system. With the revelation that
them is a fiber optics cable, along with potentially other franchise utilities, and the fact that a
sewer line has recently been installed, it will be very difficult for you to access through
Wrangler Drive to tie in your fire line. If you wish to continue to pursue that option then
obviously you would be responsible for any damage incurred to the fiber optics and/or the sewer
line and also you would be required to meet minimum State requirements for separation of the
water line from the sewer line and provide any necessary encasement between the two to meet
that requirement. It is also questionable because of the size of the vault whether or not you
would now have adequate room to miss the fiber optics and only encroach four feet into the
Lone Star Gas easement.
We have played with various options on the placement of this vault. I know that you have been
increasingly frustrated trying to place it, but in actuality it is beginning to appear that the best
option was the one that was posed to you several weeks ago by Mike Martin which is not to
access Wrangler Drive because of the gas line, fiber optics and now the sewer line, but to turn
your fire line and go along the south side of the proposed building and place your vault adjacent
to Executive Drive. As you are well aware, there are still difficulties in going that direction due
to the fact that the 50 foot Lone Star Gas easement runs fairly close to the proposed building and
Lone Star Gas will not allow you to run parallel inside their easement. Also, as you may not
be aware, there is a proposed drainage system running along the south side of the proposed
building.
With all of the existing and proposed utilities, I know that it is very difficult to find a location
to place the vault. However, the Fire Department is requiring that the fire line to be looped.
Therefore, you do need to continue to search for a place where the vault can be properly placed
so as to avoid any existing utilities.
