The meters and vault at the north entrance are all within the 20 foot utility easement. The water vault at the south entrance extends approximately 5 feet beyond the 20 foot utility easement into an existing drainage easement. According to Mike Martin if the vault is in some type of easement there is no need to create an extension of the utility easement.
