As I informed you yesterday concerning the above referenced matter,
Public Works Inspector Larry Davis has met with the contractor on
the project and directed the contractor to take the necessary steps
to clean Sandy Lake Road and other areas that were affected, and
ensure that this is taken care of immediately if occurs in the
future.
Additionally, we are making provisions in the Subdivision Ordinance
and Standard Construction Details which will be coming forth to
City Council in January that will clearly spell out by ordinance
what the contractor must do to ensure our roadways are free from
debris, etc., brought about by such activities.

Pecan Hollow - Dirt Hauling Activities
Steve, currently this type of issue is being covered in the Pre-
Construction Conference by informing the contractor and developer
that they are responsible for debris and dirt spill clean-up on an
as needed basis, daily if necessary. This particular
developer/contractor has been notified several times and is well
aware of his responsibility concerning clean-up, but, since we have
no way of enforcement short of setting up a patrol officer to keep
check and start writing citations we can only continue to contact
the contractor and rely on his continued clean-up efforts as
limited as they may seem.
I spoke with Gabe from Ginn, concerning inputting a stipulation in
the subdivision ordinance, but Gabe suggested that this should be
included into the construction details related to developments and
normal C.I.P. operations. I agree that this would be more
appropriate and understand that there is a separation of Design
criteria and subdivision ordinance in the process now. This could
easily be incorporated into the Design/Construction criteria
section.
I have some suggestions that may prove to be worthwhile, if you'd
like to discuss these please advise.

Rey, it has been brought to staff's attention that the contractor
hauling dirt to the above referenced project site is spilling
debris and dirt on the roadway. You stated this morning that you
have already been notified and have notified Larry Davis concerning
this problem.
Please prepare a report to me concerning this matter and follow up
with this by December 5, 1990.
