Pecan Hollow-CS 920226 CIVIL ENGIN£ER$ 16250 DALLAS PARKWAY SUITE 100 . ~...._- (214) 931-~94 MX (214) 931-9538 - Mr. Kenneth Griffin, P.E. / City Engineer 7( ~- ~ ~ City of Coppell 255 Parkway Boulevard Coppell, Texas 75019 Re: Alley Pavement Failure Pecan Hollow Addition Dear Ken: It has been brought to my attention by Mr. Larry Davis, Inspector, that a pavement failure has occurred in the alley south of Pecan Hollow Drive in the above referenced addition. Mr. Davis has contacted various individuals including Cullum Construction Company, Glenn Thurman, Inc., and myself to request either party to correct the matter. Even though I was not the contractor responsible for installation of the storm sewer, the inspector responsible for inspection, the testing laboratory responsible for density suitability , the paving contractor responsible for paving, the project manager or the developer, I told Mr. Davis that I would help him resolve this issue. I reviewed the matter onsite and determined that the subgrade beneath the pavement has failed. It appears that this was the result of a leak in the storm sewer, either at the plug or in a joint. Originally I, on behalf of the developer contacted Glenn Thurman, Inc. to correct the Droblem, however, Mr. Davis advised Glenn Thurman's personnel that the issue was much greater than initially determined. Upon hearing of this impromptu statement by Mr. Davis, I advised Glenn Thurman, Inc., to not get involved in this problem due to its growing scope of work. I contacted C. W. Young Construction, Inc., the installer of the storm sewer system, and asked Chuck Young to review the situation. Mr. Young concurred that the storm sewer pipe must be leaking and his company would correct the matter, especially since he is the successful contractor of the proposed 10 acre subdivision adjacent thereto. Mr. Kenneth Griffin Page 2 February 26, 1992 Mr. Young requested that the permanent correction be made when he begins the storm sewer in said addition. I respectfully request that this issue be coordinated between you and Mr. Young to reach a satisfactory solution. Possibly the release of the aforementioned construction plans would expedite the correction of the problem. Mr. Davis gave a message to me that implies that I should contact a resident, Ms. Susan Warol, 319 Pecan Hollow Drive (462-1694), to explain the issue. Due to the circumstances previously addressed, I feel that this should be handled by staff personnel. Ken, if you have additional questions, please contact me. Very truly yours, DAN M.
