I apologize for this delayed reaction to your September request, but I did not understand that
you wanted a formal response to the above referenced topic. That said, let me address Mr.
Chovan's questions regarding potential Prentiss development.
I would first urge caution with whatever ~deal~ we strike with the developer in that one of the
frustrating elements of my job is the lack of consistency exercised in past development projects.
Whatever we determine is fair here should be applied to all developments across the board. If
that is the direction we take, then Mr. Chovan's questions are easily answered:
If Tract B is developed, our normal procedure is to require right-of-way and escrow
for that portion of Wrangler Drive contiguous to the tract. Actual construction
of Wrangler could wait until additional parcels on Wrangler are platted. We
would be well advised to determine now what constitutes a threshold of
development (lineal footage on Wrangler, no. of plats, etc.).
2. The same general comment relates to Tract D. However, when the Prenfiss land was
originally platted we had concerns that Southwestern be improved by Prenfiss
when adjacent development occurred. We have just recently gone through the re-
plating process for the portion east of Grapevine Creek. In that approval, the
developer (Prenfiss) agreed to improve Southwestern from Denton Tap/Beltline
to the creek when any development occurred east of the creek. It would be
prudent to insure that Southwestern is eventually constructed, and the way to
insure that happens is to require Prenfiss to construct Southwestern to at least
Southwestern Place when any development occurs on Tract D.
3. Tract A concerns have been addressed above.
Tract C should be coordinated with the Catellus property west. We need to punch
Wrangler through from Belt Line to Freeport at the earliest possible time, and any
development on Tract C should trigger Prentiss and Catellus working together to
complete the connection.
I believe these comments address your concerns with Mr. Chovan's letter. If you need
additional information or clarification of anything above, contact me at your convenience.

Attached is a copy of four sites Pr~hu'h'~'Properties is considering selling in the furore. The sale
of each tract is dependent on the total cost to develop the infrastructure for each individual tract.
Please let me know what improvements (water, sewer, storm, paving) the City will require when
each tract is developed.
Also, will the city require improvements to Wrangler Drive on tract B if the building fronts
Beltline Road with no access to Wrangler. Will the city require Southwestern Drive be built if
tract D is developed with a building fronting on Freeport Parkway with no access to~.<"
