Dear Mr. Witt:
As you know, our partnership is the owner of a 40 acre tract located in Riverchase and zoned
MF-2. The westerly 20 acres of the tract are currently under a contract for sale to First Worthing
Company and Seneca Mortgage Company. These buyers propose to develop a 360 unit multi-faxnily
project on the tract and are currently seeking approval of a plat authorizing the development.
Concerns over traffic in the area have recently focused on whether Fairway Drive, a
north/south collector street dividing the easterly 20 acres, should be constructed in the near term.
The right-of-way tbr Fair~vay Drive is currently owned by the City. The issue of constructing
Fairway Drive is further complicated by the need for a grade crossing over the DART tracks and
railroad signals at Belt Line Road.
We believe that a public/private sector joint effort is the appropriate solution. We have
conferred with the buyer of the 20 acre tract and they are prepared to cooperate in a joint effort,
presuming that their proposed 360 unit multi-family project will receive all necessary. approvals from
the City in a timely manner.
The joint effort which we propose is outlined below:
1. We and our buyer will enter into a development agreement with the City to
construct Fairway Drive in accordance with city standards approved by the City
Engineer from the northern property line of the easterly 20 acre tract owned by
RPG Estates, Ltd. to the southern property line at the DART tracks, when the
City has acquired the appropriate rights from DART for the required crossing and
the City is prepared to proceed with construction of the crossing and signalization
at the Belt Line Road intersection.

2. The City will construct the crossing, construct the signalization and incur such
other offsite costs as may be required to complete the project.
3. Because Fairway Drive will be a collector road for the principal benefit of offsite
traffic, and in recognition of the credits available to our partnership ($1.4 million)
in constructing portions of MacArthur Boulevard and Riverchase Drive, the City
will assist in the following manner:
(a) The balance of the Roadway Impact Fees owing on the 360 acre unit
project, after available credits, will be approximately $23,834. That
$23,834 will be waived by the City.
(b) When the construction of Fairway Drive is completed, the costs of
additional paving to achieve the "collector road" width will be reimbursed
to RPG Estates, Ltd. in accordance with Section IElh of the City of
Coppell Subdivision Regulations. ~ pp~,, ~e ,~ 0_.,

will be a win-win situation for the City, for us and for the neighbors in the Riverchase area. Should
