Dear Mr. Quarles:
Vista Mortgage & Realty, Inc. proposes that the SFHA designation be removed
from a portion of land within the bounds of property located along Denton Creek
in the City of Coppell, Texas. The project is located in the Vista Ridge
Subdivision on both the east and west sides of MacArthur Boulevard at the south
-- limit of Denton Creek. On behalf of Vista Mortgage & Realty, Inc., we are
requesting that the attached exhibits be reviewed by the Federal Emergency
Management Agency (FEMA)in support of a request for a Letter of Map
Amendment for the proposed project.
Two Flood Insurance Rate Maps have been included as exhibits to the request for
the Letter of Map Amendment. Exhibit 1 is the FIRM panel number 0010D dated
October 16, 1991, which is the current FIRM panel for this area. Exhibit B is the
PROOF of FIRM panel number 0010E dated October 15, 1993. The current base
flood elevation (BFE) for this was determined from Exhibit 1. We request that a
portion of land well above the current BFE be removed from the SFHA. The
PROOF provided in Exhibit 2 was used to ensure that the portion of land we
propose to remove from the SFHA will continue to be above the BFE following
the adopted revision of the FIRM panel in 1994. By utilizing the PROOF, we are
anticipating a rise in the revised BFE at the site. By using the base flood
elevation provided in the PROOF and' HEC -2 model by the City of Coppell, we are
well above the currently accepted base flood elevations shown on Exhibit 1.

1.0 GENERAL
Vista Mortgage & Realty, Inc. proposes that the SFHA designation be removed from a
portion of land within the bounds of property located along Denton Creek in the City of
Coppell. The project is located in the Vista Ridge Subdivision on both the east and west
sides of MacArthur Boulevard at the south limit of Denton Creek. The existing elevations
on a portion of the site are above the current base flood elevations (BFE). Therefore, we
request the Flood Insurance Map be amended to remove the described land from the
flood plain. On behalf of Vista Mortgage & Realty, Inc., we are requesting that the
attached exhibits be submitted to the Federal Emergency Management Agency (FEMA) in
support of a request for a Letter of Map Amendment for the proposed project.
2.0 METHOD OF ANALYSIS
The effective Flood Insurance Rate Map (FIRM) (panel number 0010D) dated October 16,
1991, has been provided as Exhibit 1 in Appendix A with the project location shown.
From this FIRM panel and the enclosed water surface profile, the base flood elevation
(BFE) of the site was determined to be 451.3 Ft. A large portion of the site is at an
elevation above the current BFE. A revised FIRM panel 0010E, due to be released in
April 1994, shows the portion of the site we propose be removed from the Special Flood
Hazard Area (SFHA) to contain a BFE of 453.4 Therefore, the revised panel dated
October 15, 1993, indicates a rise in the BFE at the site location. This PROOF FIRM
panel is provided as Exhibit 2 in Appendix A. Using aerial topography and an updated
HEC -2 model provided by the City of Coppell, the portion of the property at an elevation
+- greater than 453.4 was defined by metes and bounds as the area we are requesting to
be removed from the SFHA. This metes and bounds description is included in Appendix
B. Therefore, we are proposing to remove only a portion of the land from the SFHA
which is above the BFE under the conditions of the current FIRM panel and the PROOF
FIRM.
The area to be removed for the SFHA is described by metes and bounds on Exhibit 2 of
Appendix B. This area is a portion of land within the two Coppell Island Tract properties
which are described in Exhibit 3 of Appendix B. It has been determined that 5.3 acres
of a total 7.0 acres within the property boundary should be removed from the SFHA on
the east of MacArthur Boulevard. In addition, 11.4 acres of a total 14.5 acres within the
property boundary should be removed from the SFHA on the west of MacArthur
_ Boulevard. The property is a part of a 784.9 acre tract of land recorded in Volume 490,
Page 653, Deed Records, Denton County. A copy of this deed has been provided as
Exhibit 4 of Appendix B.
