According to your request, I have listed below the benefits and
deficiencies of each of the proposed alignments for Parkway
Boulevard through the area of the City Park. The proposed
alignments are shown on the exhibit enclosed. These comments are
based on preliminary alignments determined from the seller's
boundary survey and scaled distances from property corners to
existing Parkway Boulevard at the property perimeter.
Alignment A - Route Through Southwest Corner of the City Park
Favorable Qualities
1. Minimum roadway length - approximately 3188 ft. through
the Parks of Coppell.
2. Consistent with the City of Coppell Major Thoroughfare
Plan. A copy of the city's thoroughfare plan is
attached.
3. Preferred alignment for traffic operation due to
A. The Cottonwood Creek bridge is on a straight
alignment increasing the potential for maintaining
control in icy conditions.
B. Minimum length of curvilinear alignment should
yield improved operation due to easier
maneuverability and longer sight distances.
C. The intersection with the proposed high school
access road offers good sight distances for
turning maneuvers.
4. Offers opportunity for additional park access.
Deficiencies
1. The proposed Right of Way impacts approximately 0.68
acres in the southwest corner of the city park. It is
estimated that an additional 0.45 acres is needed

for slope easement. These impacts Mill require
approval of a Parkland Conversion by the Texas
Department of Parka and Wildlife.
Z. The centerline radius of 640 feet near the Denton Tap
Road intersection is leas than the minimum radius
specified in the City of Coppell Subdivision ordinance
of 8a0 feet for this type of roadway.
3. Approximately 300 ft. of the existing crushed rock
dogging trail within the park must be relocated.
Alignment 8 -Outside of City Park.
Favorable Qualities '
1. Since the alignment does not impact the city park, a
Parkland Conversion is not required.
a. The length of the High School Access Road is reduced.
3. The intersection With the High School Access Road
offers good sight distance for turning maneuvers.
4. Bridge length may be reduced slightly compared to the
length required with Alignment A due to the apparent
reduced skew to the creek according to currently
available topography. The bridge location is in the
floodway of Cottonwood Branch only which eliminates
hydraulic impacts on the Denton Creek floodway.
5. Centerline radius are in accordance with minimum radius
specified by ordinance.
Deficiencies
1. Ths alignment places the Cottonwood Creek bridge on a
• curve yleldinQ more difficulty in maneuvering in icy
conditions.
I ~. The curved alignment of the bridge will significantly
increase construction coat.
3. The length. of the roadway within the Parks of Coppell
is approximately 111 ft. longer than with Alignment A.
4. The increased curvature of the roadway will hinder
traffic operation due to reduced site distances at
driveway intersections and lack of a straight section
between the reverse curves.

5. The proximity of the roadway to the discharge channel
that currently extends north from the northeast corner
of the high school site will require an additional
culvert under Parkway boulevard to convey the flow
under the roadway embankment. The culvert size in the
high school property is a two barrell - nine foot x
five foot box culvert.
Ali4n'aent C - "Original 1111Qnment"
Favorable 4ualities
1. The City of Coppell has reported that the Texas
Department of Parks and Wildlife has indicated that a
Parkland Conversion will not be required if the roadway
' Right-of-Way follows the original alignment even though
a portion of the Right-of-Way will extend through the
City Park. A Parkland Conversion may be required,
however, due to the need for a slope easement on park
property on the •aat aide of the right-of-way.
a. This alignment will likely result in minimum bridge
length over Cottonwood Branch due to apparently only a
minor skew angle between the creek and the roadway
agcording to currently available topography.
Deficiencies
1. .This alignment is not in compliance with the Major
Thoroughfare Plan of the City of Coppell.
Z. Ths introduction of a 90 degree turn in the roadway
will severely hamper traffic operations. The location
of this intersection is less than 800 feet from the
intersection with Denton Tap Road, a major
intersection. westbound through traffic will be
required to slow down significantly to execute the 90
degree turn. Bastbound through traffic will be
subjected to p signalized left-turn condition. The
driving conditions this intersection will impose are
not in accordance with the primary function of a major
arterial which is to provide service to through
traffic.
3. The High School Access Road should intersect Parkway
Boulevard where Parkway Boulevard will extend north and
cross Cottonwood Branch. This will likely require
redesign of the Access Road on the High School
property, which is currently under construction.

4. The extension east of this intersection as an arterial
street seems to yield little value since properties

developed and plans for the school site shots access

5. The centerline radius extending north of Cottonwood
Hranch is less than the minimum radius required by city
ordinancd.
6. Approximately X00 ft. of the existing crushed rock
jogging trail within the park must be relocated.
There map be other favorable qualities and deficiencies for each
of the proposed alignments. However, I trust that the
information presented herein is in accordance with your request.
You may wish to engage the services of a traffic engineer if you
feel that further study of these alignments is warranted.
