Central Expwy., Suite 330~ '-- Dallas, Texas 75231 ~ Dear Mr. Toole: The City of Coppell removed the form boards, post tension cabl and polyurethane covering from the Lakes of Coppell for a variety of reasons primarily to protect users from the immediate neigbborh~4p.~¢ from injury. This was the neighborhoods desire as it remained unfinished, had deteriorated to the point that the covering was blowing throughout the site into their property and was creating a weed problem. The City P*r~ o_C~q.~ulta~, at the request of staff, evaluated those materials and reco~e---~-d-ded removal as in his opinion, they had been exposed to the weather for some time causing deterioration which ma¥~, ~/__ have led to future problems with the finished product. The primary concern of all groups was that work was not progressing toward resolution and no time frame for completion given. Without assurances from your firm as to when this was to be resumed, a decision was made to remove the materials and dispose of them. I hope this clarifies the circumstances which led to the removal of the items and identifies at whose recommendations that removal took place. You stated that you did not know the exact whereabouts of the materials, but had been told that the materials were being used for other purposes. This was my understanding of our telephone conversation. If I have misstated any of the facts, please advise me accordingly.
