Provided for your use and review is a "Contract of Sale" Agreement
between the City of Coppell and Univest (Parks of Coppell Joint
Venture). The subject contract contains conditions and obligations
reached by both parties, in the interest of future development of
the To~ Center zoning district. Various areas are covered in the
Agreement, such as zoning, linear park systems, streets, drainage
and storm sewers, escrows and real property. All City departments
are affected by this contract, either directly or indirectly, and
ask that each DRC representative carefully review the contract and
determine its effect on your respective department. Please be
prepared to discuss your concerns at the Wednesday, December 28,
1988 and January 4, 1989 DRC meetings.
As you may know, a preliminary and final plat proposal for an office
facility in the To~ Center district will be submitted to the City
for review this week. Both the preliminary and the final plat will
be reviewed by the DRC on December 28, 1988, January 4 and January
10, 1989, for conformance to all City requirements.
In the past few years, formal written agre~ents between the City
and developers, were often presented to staff at the last possible
minute by the developer. The attached copy of the agreement allows
staff to review the agreement, along with the platting process, as
it should be done. Careful review of this contract, prior to
approval of fhe plafs, will enable sfaff to slay abreas% of any ifem
contained within the agreement, which may be contrary to the City of
Coppell's standards.
Additionally, I ~ providing copies of the agreement to all
Directors, because of the impact this agre~ent has on future
development of To~ Center. Some departments (i.e., Police,
Finance, Library) are not represented as a part of the formal DRC
process, however, these Departments are affected as well as the DRC
departments. You are welcome to either attend the DRC meeting, send
a representative, or provide co~ents.
In summary, please review the "Sale of Contract" (agreement) and
highlight the areas which affect your department. We will discuss
this contract as a separate item at the next DRC meeting, so please
be prepared to provide your valuable input.
