Dear Steve:
On Friday, August 28, a meeting was held at the offices of
Univest Development Company to discuss the proposed 32.2 acre
park and lake site dedication in the Parks of Coppell Addition.
Representatives of Univest Development Company, Wiseco Land
Development, Inc., Roberts and Dowdey Civil Engineers and
Creative Concepts of Dallas were present.
The recommendation from the Coppell Park Board's August 24th
meeting to accept this dedication and those stipulations applied
to the dedication were discussed (see attached). Univest
Development Company indicated they would meet the intentions of
those stipulations (see attached Meeting Minutes). In addition
to these stipulations, Standard Seeding Specifications were
provided to Univest.
On Monday, August 31st, a plan from Roberts and Dowdey was
delivered to our office marked "Exhibit B", dated 8-5-87,
revised 8-28-87.
The plan has been reviewed and does incorporate'those recommen-
dations made by the Coppell Park Board (See August 24, 1987
minutes), and Creative Concepts of Dallas (See Wilkerson August
24th letter to Steve Goram).

Following are specific items agreed to during the above
referenced meeting:
- Low Water Crossing - Change to 8 foot minimum width from
4 foot. A bridge was discussed, but it was agreed that
a low water crossing would be better to storm water flow
concerns, if located at an elevation so as to be useable
when trail is. Construction to be of 4 inch concrete
sides and top.
- Depth of lake was increased from 9 to 12 feet over a
substantial part of the lake. Additional excavation is
the preferred means to increase lake depth.
- Incorporate restriction to fencing for lots backing to
lake area to require wrought iron or other non-screening
fence to be approved by City of Coppell.
- Dedicated public access to be irrigated and landscaped.
Plans to be included with lake park addition plans.
- Standard specifications for bermuda seeding of non-
irrigated areas were presented by Creative Concepts of
Dallas and accepted (see attached). It was noted that a
general coverage of grass with 85-90% would be considered
acceptable.
- Additional parking as referred to by Planning and Zoning
requirements was discussed. This included six to eight
head-in parking spaces at the dedicated public access
area.
- Exact location of "path" to be staked in the field by
the City of Coppell.

STANDARD SPECIFICATIONS
BERMUDA SEEDING
(Non-Irrigated Areas)
MATERIALS - Seed shall be fresh, clean, dry new-crop seed
composed entirely of Common Bermudagrass (Cynodon
dactylon), free from Johnsongrass and other weed
seeds, as regulated by Federal Seed Act and
applicable state seed laws. The seed shall be
hulled, extra fancy grade, treated with fungicide
axld tested for minimum percentages of purity and
germination as follows:
Pure live seed content of not less than 85
percent, using the formula: % purity x
% germination.
Seed shall be labeled in accordance with U.S.
Department of Agriculture regulations. Fertilizer
shall be a balanced complete fertilizer. The dry
weight percentage shall be 13-13-13. Phosphate
shall be slow release.
RATES - Bermuda Seed - 50 lbs. per acre
Fertilizer - Balanced 13-13-13 - 400 lbs. per acre
METHODS - Seed shall be applied using the Hydro-seeding
method. Immediately after this application, the
seed shall be incorporated into existing soil
using a "Brillion Seeder Packer", light disc, or
fixed-tooth drag.
SCHEDULE - Seeding shall occur no earlier than April 15, nor
later than August 15.

Dear Steve:
Creative Concepts of Dallas has reviewed plans for the proposed
32.2 acre park and lake site in the Parks of Coppell Addition.
The proposed park site appears to be a viable addition to the
adjoining City of Coppell park and would provide added
recreational opportunities for the citizens of Coppell.
Per plans and information provided by Roberts and Dowdey, Civil
Engineers, water elevations should be adequate to support the
proposed lake. Without supplemental water, normal drops in the
water surface elevation during drought periods can be expected.
(See Inflow-Evapo Resultant vs. Time, Roberts Dowdey) Finish
floor elevations are indicated to be two (2) foot minimum above
projected 100 year floodplain. (See Typical Creek Section/The
Parks of Coppell Roberts Dowdey)
Creative Concepts of Dallas recommends the park site dedicati6n
be accepted with the following stipulations:
Final grade for lake enhancements to be as follows:
4:1 grass slopes, 1:1 at lake's edge only, 4:1 safety
slope 15' into lake, resume 3:1 to lake bottom. (See
Attachment A-l) Additional borings after excavation
would be necessary to determine sufficient depth of
soils to provide an impermeable liner.
Finish grade adjacent to all adjoining streets and alleys
be level (1-2%) to top of curb for a minimum of 15 feet.

Pedestrian access across open drainage structures be
provided (i.e., foot bridges). Design to be approved by
City of Coppell.

Where public access is limited to sloped areas, grading
to allow for 10' wide, horizontally level path for
pedestrian traffic. (See Attachment A-2) City of
Coppell to stake in the field necessary paths.
Proposed reinforced concrete pipe (RCP) to be extended
to terminate at typical water surface elevation.
Addf. tional excavation will be needed at outflow of
proposed RCP to allow for additional siltation from
adjacent construction areas. Depth of excavation to be
approved by the City of Coppell.
Turf/hydroseeding to be implemented by approved specifi-
cations. Temporary water system is to be utilized to
ensure a good established turf. Developer to provide
maintenance of the site until such time that turf has
reached an acceptable established state.
Dedication of adjoining park area between Lots 6 & 7,
Block 4, delivered with acceptable irrigation and land-
scaping.
Construction plans to meet applicable City ~of Coppell
Engineering requirements.
The park site would be further enhanced by the following
considerations:
Widening streets parallel to the site to a 37'0" width,
curb to curb, to allow for street parking.
Deed restrict lots backing the site to require wrought
iron fencing.
