neighborhood retail uses.

DISCUSSION: The applicant is proposing a gourmet coffee and tea room that will serve
breakfast food, soups, salads, sandwiches and desserts. Food preparation
will be limited, most of the preparation will involve reheating prepared foods.
Etiquette classes will also be offered in the back room for both teenage.rs and
adults. Periodically, the applicant will host special events such as "Victorian
Tea Parties" and "Mother and Daughter Parties". The restaurant's seating
capacity is shown to be for 28 persons. Patrons will be able to play chess.
The hours of operation will be as follows: 5:30 a.m. - 8:00 p.m. M - Th;
5:30 a.m. - 11:00 p.m. Fri.; 7:00 a.m. - 11 p.m. Sat.; and 7:30 a.m. - 2:00
p.m. Sun. The proposed white channel letters of the attached sign conforms
to city regulations.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the special use permit subject to the placement of the store
dimensions on the Fixture Plan, and required parking being met in the existing parking lot.
