Your letter concerning the above referenced issue has been forwarded to my office to be
addressed. First, I would like to clarify that we do not have anyone employed by the city named
Mr. Carmen. Mr. Fitzgerald with the Lakes of Coppell Homeowners Association is aware of
the history of this issue as this is not the first time we have addressed this concern.
The Homeowners Association and the city have both done extensive testing to determine whether
or not this was a water table issue or a leaking water system. In our efforts, the Association
eliminated any possibility of the water coming from the irrigation system; furthermore, city staff
tested the metering devices and the water lines in this area and found them to be in sound
working condition. All of these efforts have brought us to the conclusion that it is indeed a
water table problem and for the most part only affected the aesthetics of the intersection.
Staff will be looking at the possibility of making some improvements in the drainage of the
surface water at this location in order to facilitate the elimination of the pavement stains and
continued settlement of the pavers at this intersection. Staff will work with the Homeowners
Association in an effort to provide a french drain system across the northeast corner of this
intersection. This will require going across the Association's landscape easement to accomplish;
therefore, an agreement will need to be reached on this project.
Once an agreement can be reached, staff will set a schedule for the installation of this french
