Description of ProotRock's Business
J. H. ProofRock Inc., d/b/a ProofRock Waterproofing Systems is a Texas
corporation that has been in operation in Coppell since March of 1997. ProofRock is a
commercial specialty subcontractor that does waterproofing and restoration of
commercial buildings. A copy of ProofRock's marketing brochure is attached at Exhibit
5. While waterproofing is not specifically cited as an appropriate use for Commercial-
zoned property under Section 23-1 of the Zoning Ordinance Code Book, ProofRock's
work closely resembles carpentry, painting, plumbing or tinsmithing, which are
specifically listed as appropriate uses. ProofRock anticipates that its gross sales for 1998
will be in the neighborhood of $1,000,000.00. ProofRock currently leases office and
storage space at 192 Southwestern.
ProofRock is wholly owned by its president, Richard Myers. ProofRock's ,,'ice
president is Frances Kilborne. Richard and Frances are married and live in Coppell with
their two children at 408 Pecan Hollow Drive.
In addition to the two officers, who will occupy the proposed office space,
ProofRock CUiTently has 10 employees who work at the job sites. Employees do not park
their vehicles at ProofRock but rather drive directly to the appointed job site each day.
ProofRock uses metal platforms and rigging, ladders, power washing equipment
and many other large sized tools and equipment. ProofRock proposes to construct the
proposed addition to the existing structure to store that equipment when it is not in use.
ProofRock does not store materials used in its business. All materials are delivered
directly from the manufacturer to the job site.

Variances Requested
To the best of ProofRock's knowledge based on discussions with Planning Department
Staff, the following are the only variances requested in this application:
1. Variance from the requirements that a driveway be located 10 feet from the property
line.
ProofRock proposes to site the driveway less than 10 feet from the east property
line as shown on Exhibit 2.

Site Plan Checklist
(A) Location map, distance to the nearest cross street, north arrow, scale, and title
block.
See Exhibit 1 (survey).
(B) Boundaries of the property.
See Exhibit I (architectural plans).
(C) Location and size of existing buildings, and location, size, materials list, and
architectural elevations of proposed buildings.
See Exhibits 1 and 2.
(D) Proposed occupancy.
ProofRoek will use the existing house as office space for two people during
normal business hours. The addition will be used for storage of equipment only.
(E) Parking layout and driveways.
See Exhibit 2.
(F) Means of ingress and egress.
See Exhibit 2.
(G) Loading areas.
Not applicable because the space will be used for offices and equipment storage
only. ProofRock does not store any materials used in its business.
(H) Fire lanes.
Not applicable. Per discussion between Richard Myers and Travis Crump, the
fact that the distance from the south border to the north border of the property is
less than 150 feet eliminates the need for a 24 foot fire lane.
(I) Landscaping and plant list.
See Exhibit 3 (landscape plan).

(J) Screening
ProofRock does not anticipate the need for any screening.
(K) Public and private sidewalks.
No side walks, public or private, exist on the property and ProofRock does not
propose to add any.
(L) Refuse facilities and manner of screening.
ProofRock does not anticipate that refuse from office use will generate the need
for any special refuse equipment. ProofRock has not had special refuse
equipment for the operation of its business at 192 Southwestern over the past year
and a half.
(M) Lighting facilities, security lighting, screening and glare shades.
ProofRock will install a flood light on the north exterior wall of the addition to
light the parking area. ProofRock does not anticipate making any other changes
to the existing outdoor lighting in connection with this Project. Currently there is
one front porch light on the existing structure.
(N) Adjoining street and alleys, including curbs, medians and storm drains.
See Exhibit I.
(O) Drainage, electric, telephone, gas, cable television and other utility easements.
No such easements exist on the property.
(P) Zoning districts on and adjacent to the property.
The property and all adjacent lots are zoned "C" Commercial.
(Q) Computations of building area for each occupancy, site area and parking and
landscaping ratios.
See Exhibit 2.
(R) Existing and proposed water lines, sanitary sewer lines, and storm drainage.
No major lines cross the property and ProofRock will not construct any for
this Project.

(S) Sign locations, descriptions and elevations.
See Exhibit 2.
ProofRock will attach a sign no larger than 2 feet in height and 5 feet in length to
the south elevation of the existing house. The sign will say "ProofRock
Waterproofing" and will comply in all respects with city ordinances.
(T) Topography with a contour interval of two (2) feet or less, and minimum finished
floor elevations, both referenced to mean sea level datum.
See Exhibit 4 (topographical map obtained from Coppell Engineering
Department). Finished floor elevations will be approximately 12 inches above
ground level.
(U) Location on the property of existing trees 8" in caliper or larger with the species
and trunk diameters indicated.
See Exhibit 3.
(V) Other information which the Planning and Zoning Commission or City Council
considers essential, including building elevations and samples of exterior color
selections.

current owner of the properuy, and she has told me that she
is planning to consuruct an addition Eo nhe existing house
aT.d use it for business purposes. She has also explained
to me than she has 2 options for constructing parkinc area
access. Both options involve construction of a parking
area at the noruh border of -he lot. One option would
~ccess the Darklng area from Howei~ Stree~ and would mean
paving the easemenn running along the south line of my
prcperuy located at 829 Howell. The other option would
involve ~avin.~ ~he east side o= the 196 Southwestern
property, accessing the parking area from Southwestern, and
ieavinc ~he ease.r, en~ tha~ is ad~acen~ to my Drooertv alone.
I would much rather Ms. Kilkorne refrain from paving
the easement next to my property. Paving the easemenn
wsu!d necessitate at least uemDorary removal of part of my
