Dear Ms. Hayes:
As discussed with you today, no formal notice of violation will be issued to
),ir. David Phillips based upon an inspection and on-site discussion with him
on Friday, June 16.
The rubble in the creekbed appears to be caused by the severe rainfall over
the past few weeks, and not the result of illegal dumping activity. I am en-
closing copies of Article 9-8 and Article 9-9 from the Coppell Code of Ord-
inances. Because Mr. Phillips assured me the concrete and bricks exposed in
the creekbed would be removed, and the fact he intends to submit a properly
engineered set of plans to correct the water course through his property ! did
not deem the situation one to be a violation of the enclosed ordinances.
