Dear Mr. Shaeffer:
I am in receipt of your letter dated September 2, 1988, regarding the
debris, etc. behind your home in the creekbed. It appears that the
material could be related to a permitted activity bsck in 1979.
Ms. Limda Varonich, R.S., the City of Coppell Code Inspector, has
scheduled an inspection of the site to see if the condition will fall
under any of the current codes, and if we can require the owner of that
property to take remedY, al action to provide proper ground cover for the
area.
However, in the ~eantime, Mr. Phillips will be contacting you, and will
be doing some remedial work on that area, within the next two (2) weeks
hopefully to your satisfaction.
Please for§lye the length of time it took in responding to your call of
August 2, 1988. We had your inquiry investigated by the Engineerimg
Department since you had indicated the City Engineer was involved.
Russell Doyle, City Engineer kmew you were in contact with Mrs. Taryon
Bowman, Planning and Zoning Coordinator, and he thought that you would
attend the August 18, 1988, Planning and Zoning Comm~ssion meeting.
Since you were informed about the Phillips Addition zoning case being
scheduled, Mr. Doyle thought you would take the opportunity to voice
your opinions and concerns st that meeting. Ail property owners within
two hundred (200) feet are given notice of these zoning cases, so that
they can have the opportunity in a public hearing to voice their
opinions and comments regarding the propoaed zoning case, the land it is
on, and how the proposed zoning change might impact the surrounding
property. This is a forum so that property owners and City staff may
provide the Planning and Zoning Commission and the City Council all tke
facts of the case, including the property and its history. This enables
them to make the best posmible decision in their consideration of
proposed zoning changes.
After that meeting, P.u. ssell Doyle intended to get back to you to pursue
the matter further, but he wanted to research the enclcsed materials,
which are a matter of public record. Then your letter was received and
we resolved to seek whether your situation could be corrected under the
City's code enforcement program, or voluntary action by Mr. Phillips,
s~nce it appears that we, the City, could not practically nor legally
take action from that sand and gravel reclamation project, some ten
years ago.
Again, accept my apology for any inconvenience to you. Withstanding an
exception or two, we are normally more responsive. Thank you.
