Royal Lane is shown on the thoroughfare plan as a C4D/6 four-lane divided thoroughfare in a l l0'-wide fight-of-way (adequate for a six-lane divided thoroughfare). The eastern half of the roadway is in place at its intersection with Sandy Lake Road. The proposed 1996 Comprehensive Plan shows the property as suitable for regional retail. DISCUSSION: The antenna will be visible above the electric lines, but not highly conspicuous. It will not be in the direct line of sight of northbound traffic on Royal Lane. The accessory cabinet at the base of the transmission line tower is 8' by 8', rising above the ground only 6'. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the Special Use Permit.
