As you may know, we have been trying Io motivate St.~e since last y~u'. I am enclosing two letters
from me to him which sumrnarlz~ those attempts. Believe me, we would love to get this concluded. You
have a few neighbors who are most unhappy. However, our problem'is elementary: we can't force
