Re: 1996 Assessments.
To all Concerned:
It is contemptuous of the Riverchase Homeowner's Association to assess and collect monies from
the residents of the Northlake Woodlands Homeowner's Association. To date, I have ignored your
totally erroneous and inappropriate notices. However, as you have once again threatened to incur
costs at vour exoense to pursue this matter through the legal system, I will at this time make .my
position on this matter clear:
1. I do not owe any amounts to the Riverchase Homeowner's Association for any period at any
time. All assessments related to periods prior to January 1, 1996 have been paid in full.
Please refer to the attached copies of my letter dated June 29, 1995 to Mr. Hewett and his
response back dated July 19, 1995 on this subject. Please correct your accounting records to
reflect this error.
2. The Northlake Woodlands Homeowner's Association was to be in place and operational by
.January 1, 1996. Accordingly, I reject any attempt by the Riverchase Homeowner's
Association to collect assessments for 8ny periods after that dote. The only assessments which
I intend to pay with respect to 1996 are those of the Northlake Woodlands Homeowner's
Association, and only after the assessments have been properly approved by the Board of
Directors of that entity.
3. It was represented to the City Council for the City of Coppell that the assessments for the year
beginning January 1, 1996 would be reduced to reflect the significant reduction in operating
costs which the Riverchase Homeowner's Association would realize as a result of the City of
Coppell assuming maintenance responsibilities along MacArthur Boulevard. The assessments
which were mailed for the 1996 year did not reflect these savings. This violation of the
agreement with the City Council should be resolved, and the members of the Riverchase
Homeowner's Association should be reimbursed for any amounts which they have overpaid.
I continue to be amazed at the contempt which the Riverchase Homeowner's Association and the
developers of the Riverchase tract exhibit towards the City Council for the City of Coppell. I was
present at the City Council meeting where it was agreed that the City of Coppell would assume
maintenance responsibilities along MacArthur Boulevard. The specific questions which were answered
in advance of a vote by the City Council on this matter indicated that there were two prerequisites to
approval by the City Council:

1. That the annual assessments of the Riverchase Homeowner's Association would be reduced
to reflect the cost savings which they would realize.
2. That the Northlake Woodlands Home'owner's Association would be activated, and the residents
in this area would be withdrawn from the Riverchase Homeowner's Association.
To date, neither of these requirements have been implemented. At the same time that I amazed by the
behavior of the Riverchase Association and the Developer, I am very disappointed in the City of Coppell
for its failure to pursue this matter and demand that the above conditions be met. I have discussed this
matter with Councilwoman Sheehan and have been in regular communication with Mayor pro tern
Robertson on this matter since last fall. The lack of progress on this matter is unacceptable to all
parties involved. The City has been embarrassed, the Riverchase Homeowner's Association members
have been fleeced, and the Northlake Homeowner's Association members have been further frustrated
in their efforts to rid themselves of an onerous, unnecessary and valueless relationship with the
Riverchase Homeowner's Association.
It is my understanding that there will be a meeting on May 2, 1996 at City Hall to move this matter
forward. I certainly hope that progress can be made at that time. I personally do not believe that the
best interest of the citizens of Coppell has yet been served in this respect, and it is high time that this
matter be brought to a proper conclusion.
