RE: Case #S-1037
'LOCATION: Approximately 1,000 feet east of the southeast corner of
MacArthur Boulevard and Riverchase Drive.
REQUEST: Approval of a zoning change and variances, from (SF-12.$UP)
Single Famil¥-12 Special Use Permit, to (R.SUP) Retail
Special Use Permit, to allow the operation of a private club
and restaurant.
APPLICANT: American Golf Enterprises
GENERAL
DESCRIPTION: Applicant is requesting approval of a zoning change for a
special use permit, which would allow the sale of alcohol.
STAFF RECOMMENDATION:
This subject area is not within Area 2; however, the private
club ordinance has a provision (Section 29.15), which allows
this area as an exception. Six variances are being requested
along with this application; however, a seventh variance,
which is not listed on the attachment, is as follows:
VARIANCE #7: Said private club shall have a separate outside
entrance to the private club by way of the patio area.

PLANNING AND ZONING CO~IISSION
The regularly scheduled Planning and Zoning Commission meeting of
September 15, 1988, was postponed due to the lack of a quorum, and was
held on Monday, September 19, 1988.
The Planning and Zoning Commission of the City of Coppell met in
pre-session at 7:00 p.m., and in regular session at 7:30 p.m., on
Monday, September 19, 1988, in the Coppell Town Center, 255 Parkway
Boulevard, Coppe11, Texas 75019. The following members were present:
Chairman Munsch
Commissioner Green
Commissioner Pope
Commissioner Thomas
Commissioner Weaver
Comm~ssioner Tunnell
Commissioner Johnson was absent.
Also present were City Engineer Russell Doyle, Planning and Zoning
Coordinator Taryon Bowman, Civil' Engineer Shohre Daneshmand, City
Attorney Larry Jackson and Administrative Secretary LAnds Glidewell.
Chairman Munsch called the meeting to order and everyone was asked to
stand while Commissioner Pope gave the invocation.
Item 4: Approval of Minutes of August 18, 1988
Commissioner Thomas moved to approve the minutes of August 18,
1988, with corrections. Commissioner Tunnel1 seconded the
motion; motion carried (5-0) with Chairman Munsch and
Commissioners Green, Thomas, Tunnell and Weaver voting in
favor of the motion.
PUBLIC HEARINGS
Item 5: To consider approval of a zoning change and variances, Case
tS-1037, from (SF-12, SUP) Single Family-12 Special Use
Permit, to (R.SUP) Retail Special Use Permit, to allow the
operation of a private club and restaurant, located approxi-
mately 1,000 feet east of the southeast corner of Riverchase
Drive and HacArthur Boulevard, at the request of American Golf
Association.
Taryon Bowman introduced the item to the Commission. Hrs.
Bowman stated that property owners within two hundred (200)
feet had been notified, and no reply forms were returned.
Mrs. Bowman also stated that six (6) variances are being
requested for Case IS-1037. (SEE ATTACHED LIST).
Hr. Jim Helms with Riverchase Golf Course was present to
represent this item.
Chairman Hunsch opened the public hearing and asked for
persons wishing to speak in opposition to this item.
There were none. He then asked for persons wishing to speak
in favor of the item. Those persons speaking were:

As a part of our variance application, we are to show the city
that we have an alcohol abuse awareness program in place. The attached
letter is submitted as proof of that program.
American Golf Corporation will be managing the Riverchase project
for Golf Enterprises.
