Re: Riverchase Reclamation Project NDM No.: 87-12-150. C Dear Mr. Miller: On May ~6, 1985, the Federal Emergency Management Agency (FEMA) issued a conditional Letter of Map Revision (LOMR) for the subject proposed project. At that time, the.tract was known as the "Lesley Tract,". and the technical data to support the reclamation was contained in a report entitled Engineering Report to- the Dallas County Commissioners Court for the Creation of Dallas County Levee Improvement District No. 18, and dated October, 1984. In October, 1985, the Texas Water Commission approved the Plan or Reclamation and subsequently the Northwest Dallas County Flood Control District was created. Construction (filling of the site and overflow swale construction) was to commence by October 2, ~986, and be completed by October 2, 1988. Thc project was now known as the "Riverchase Project." In 1987, when the Fort Worth District Corps o[ Engineers revised thc Flood Insurance Studies (FIS) for the Elm Fork of the Trinity River, construction of the proposed project was well under way, and the proposed ' project was !ncorporated into the HEC-2 model for the Elm Fork. Therefore, thc revised FIS for the City of Coppell' reflects the'"Riverchase Project." Enclosed is a copy of thc Work Map used by thc Corps in this restudy. The filled area for the Riverchase Project and the overflow swale are shown on the west overbank of the Elm Fork upstream o[ Belt Line Road and the Southwestern Railroad. The reclamation phase of this project, flu and overflow swale, is now complete. Enclosed is a copy of the "as- built" drawing with certification that the fill has been placed to the elevations indicated. I have marked in red. the 100-year wa~er surface elevations (with floodway) fi'om the leis study. It is our understanding that a revised Flood Boundary and Floodway Map (FBFM) will be issued for Coppell which will show the project as removed from the floodplain and floodway.
