Re: Restricted Left Turn Access to Sandy Lake Crossing from
Denton Tap Road.
Dear Mr. Doyle:
We have reviewed the attached request and sketch for a proposed
left turn access to the subject property as requested. Basically
the left turn access proposed is prohibited in the Subdivision
Ordinanc~ and the Streetscape Plan.
The Subdivision Ordinance requires 420 feet between median
openings, measured from nose to nose, including 100 feet of full
width median for landscaping. The proposed left turn access
occurs in an area of the median 663.6 feet in length between
median openings. If constructed as shown, the distance between
median openings would be less than 420 feet.
The Streetscape Plan requires at least 100 feet of full width
median between openings for landscaping purposes also. This
request would eliminate all of the aforementioned median
landscaping between the Braewood Drive intersection on the south,
and the median opening and left turn lanes serving both sides of
Denton Tap Road at Minyard's main entrance on the north.
If the person making the request insists upon pursuing this
matter they must apply for variances to both the Subdivision
Ordinance and the Streetscape Plan as a part of their platting
efforts for the property. During that process they must show
just cause why their request has merit in light of the facts that
the property is: currently in a predominately undeveloped
condition; bounded on the east by Denton Tap Road, and the north
by Sandy lake Road with access to both; and is already proposed
to be served, along with developed property on the east side of
Denton Road, with two median openings and left turn lanes along
its Denton Tap Road frontage.
If a request for the abovementioned variances is considered, it
must contain the provision that the property owner making the
request enter into a commitment with the City of Coppell to
provide funding sufficient to offset the City of Coppell's costs
of Engineering, Testing and Inspection, and Construction prior to
construction of the requested restricted left turn access.

If the variances are approved by the City Council we will be
happy to prepare a Change Order to the Denton Tap Road
Improvements Project.
