DISCUSSIONS AND CONCLUSIONS
Mr. Herring%on opened the meeting with a brief introduction
covering the general aspects of the overall master plan. Related
the current status of each of the out parcels, including Exxon.
Discussed option for the medical community concept.
Mr. Trando summarized objective of the meeting was to begin
prelim, plat process for Exxon. Suggested that %he entire site
begin %he process of prelim pla% followed by final plats of each
individual lot as they came up.
SCH asked, in view of the projected scenario, for a clarification
of the city's ordinance providing for a time limitation placed on
all prelim, plats. If %he to%al site were prelim, plat%ed, fol-
lowed by both prelim and final platting of each lo%, the time
passing would almost certainly exceed the nine month limitation
outlined by city ordinance. If that occurred, what would happen
%o the original prelim plat and would it endanger the final plats

Ms. Bowman suggested that a stipulation could be placed on the
original prelim plat of the total site that in the event of ex-
piration, the total site would be required to prelim plat again
without affecting the individual lots.
Other observations - SCH indicated all the landscaping shown in
the ROW is in conformance with the City's landscape ordinance.
In addition, as the project developed, was the Owner's intention
to retain as many existing trees as reasonably possible to retain
the original character of the site.
Ms. Daneshuand mentioned that the Skaggs site to the north may
have recently altered their curb cuts. they will be submitting a
final site plan on March 16. Mr. Herrington indicated he would
communicate with Connell Development to acquire the most recent
curb cut information possible.
In addition, Ms. Daneshuand inquired as to our efforts at
drainage studies. Indicated Mr. Kurtz was currently meeting with
Ginn and Associates to iron out any potential problems.
Discussed the overall effort further, touching on the Owner's in-
tent to design a project with colonial influence with the intent
to harmonize with the new city hall.
Mr. Trando reviewed the components of the Exxon site including
site plan, convenience store, gas pump service, car wash. Mr.
Riggs presented photographs of the elevations, perspectives etc.
Ms. Bowman again reminded Mr. Riggs that the city ordinance
requires the building to be at least a min. of 80% masonry, ex-
clusive of glazing. She felt the details could be worked out at
DRC. Also, Dale Jackson of building code is currently working
out the particular details of the interpretations of the new or-
dinance.
Mr. Trando emphasized the desire to shorten the trips before P&Z
and City Council. He felt that the addition of the DRC was a
positive step in that direction.
Mr. Trando also asked if the store would have food service. Mr.
Riggs indicated, the unit would sell prepared sandwiches that can
be heated in a microwave, but that by and large food service was
limited. Mr. Trando confirmed that an SUP would'be required for
the food service.

Ms. Bowman suggested that Exxon file for the SUP's first, then
file for plat. During the filing and review of the SUP, the
issue of exterior finishes of the building would not be
addressed. 'The masonry issue would be clarified during DRC
review. Mr. Riggs inquired whether a stucco finish would be in-
terpreted as a masonry surface. Ms. Bowman said it would not and
would require a variance which she strongly doubted would pass.
The next deadline for su'bmittal is March 16, 1987 for the April
16th meeting.
