July 13, 1992 Mr. Frank Bramburg Frank Bramburg Building Company 743 Kings Lane DeSoto, Texas 75115 RE: Sand Point Estates Dear Mr. Bramburg: You have requested that the City of Coppell accept assignment of a Certificate of Deposit in lieu of the street pro rata charge in regard to your subdivision. Usual procedure is to issue building permits only after all such fees have been paid, however, you have also informed the City of your special need to get building permits issued as soon as possible and the City does wish to accommodate you and prevent any undue delay in your building program. The problem facing the City staff in accepting the Certificate of Deposit in lieu of the street pro rata charge is that such procedure would require City Council review and ratification of the conditions of acceptance which will take some time. Therefore, in order to accommodate you in this regard staff will commence issuing you necessary building permits on condition that you agree that no building finals shall be issued by the City or any final approval of your subdivision until this matter is resolved. it is anticipated that the City will need approximately thirty days in which to determine whether or not the Certificate of Deposit may be accepted in lieu of the street pro rata charge. If this meets with your approval and you agree to the conditions herein stated please sign the extra copy of this letter and return it to us for our file.
