C. HEARING DATE: November 13, 1990 LOCATION: Subject tract is located along Sandy Lake Road, approximately_488 feet west of Samuel Boulevard. TRANSPORTATION: This parcel fronts on and has access to Sandy Lake Road. It also has access to Samuel Boulevard. Sandy Lake Road will be expanded to a four-lane divided thoroughfare in the future. A deceleration lane off Sandy Lake Road will be required for approval of this request. SURROUNDING LAND USE & ZONING: North - Lee Elementary School, Zoned (C) East - Vacant, Commercial, Zoned (C) South - Single-family across Sandy Lake Road, Zoned (PD-SF) West - One single-family home, Zoned (SF-12) ITEM 6 COMPREHENSIVE PLAN: The Plan shows mixed land-use here, excludes multi-family development. ANALYSIS: The applicant is requesting approval of a preliminary plat for Lot 1, Block 1 of the Sandy Lake Addition, in order to construct a grocery store on this site. Elevation, site plan and landscape plans were submitted for review during consideration of the SUP request (Case #S-1048). Subject plans were approved by the City Council, and the developer will be required to adhere to the approved plans. Screening for this site will be a six foot high masonry wall along the west property line, and an eight foot masonry wall adjacent to the northern and eastern boundary, as required on the SUP. Staff has reviewed the plat for conformance to City ordinances and standards, and we recommend approval of the preliminary plat for Food Lion subject to approval of the final construction plans and drainage proposal by the Public Works Department.
