Riverview Estates-CS 9710021 41 6 Falls Rd. Coppell, TX ~5019 ~ [~o~ ~! ,~ ~,,~ ?-.. ~ c~' ~' October 2, *i ,.,. , · Mr. Ken Griffin · ~o~ ~V ~ Engineering Department ~+ ~ City of Coppell Z55 Parkway Blvd. Cop~il, Texas 75019 Dear Mr. Griffin: I am writing you asking for your assistance with the way the builder/developer has set up the storm drainage outlet in our back yard. We have learned that that outlet really does not service us, but instead services the yards behind us which they are currently llilaveloping. Why hasn't that outlet been placed behind our property as the other outlets a few doors down? It is a real inconvenience as well as an eye sore to our yard. it ties up about 100 square feet of our yard. The builder has fenced up into our yard so as to block the view of the storm drainage outlet from our back windows. PI_ease consider relocating this outlet; Also, I have contacted the Street Department, and they have come out and looked at the erosion problem about the outlet. They have indicated that there is no problem. I surely don't understand where, they came up With this! Because of the steep grade of the land, the water is flowing under our fence towards the outlet, and the land is eroding away. It won't be long before our fence falls over because of the eroding ground beneath the fence. ~_houidn't that be a city problem instead of us havin~ to cement around the outlet to keep the dirt from eroding away? We have a 3-1/Z foot dro~ in our back yard because the builder tried to save the trees along the property line. The fence was placed in the flood plain. My question is, why was this allowed~? We would like to put a pool in our backyard, and really the only way we can do it is to put a retaining wall up into our yard up above the trees and put a fence on top of the retaining wall. We would like to level out our lot. We have, of course, the storm drainage easement on our property, so this creates a problem with the retaining wall. Can we build ~ retainin_~ wall that crosses the easement out of railroad ties? They can be easily removed if the city had to cio some work within the easement. I'm dissatisfied that we are having to bring the fenc.._.~e up out of the flood plain and place it on a retaining wall at our expense when the builder should not have been allowed to build one in the fl~ood plain in l;he first p~ace. How did that~ .pass inspection,.? w. Of course, with the recent excavation of the land behind us, that brings a new concern to us. We talked with Tommy from CCM Engineering today, and he assures us that the elevation of the property directly behind us will not affect the drainage at all. Since these properties are draining into the outlet up in our yard, we were concerned about flooding should the drain become clogged or should there be an abundance of water from the properties flowing into this outlet. He says that with the way the draining system has been designed, that outlet can adequately handle the drainage of the surrounding yards. (Again, I wonder why the storm drainage outlet is in my back yard when it services the yards behind me.) Needless to say, we are not pleased with the elevation of the property behind us due to the fact that these properties are much higher than we are and new neighbors will be peering down into our yards! Also, we are displeased with the way the contractors have been chopping tree limbs off the trees on our property line and have been pushing dirt up a_clainst, ~ They are surely doomed and will not live. It's a shame that we paid lot premiums for these trees, and now the trees are at risk. They will probably die. Please let me have your comments on the above.
