Riverview Estates-CS 961017The Honorable Tom Morton Mayor, City of Coppell P.O. Box 478 Coppell, Texas 75019-0478 Washington, D.C. 20472 OC 1' ! ? 1996 IN REPLY REFER TO: Case No.: 96-06-382C Community: City of Coppell, Texas Community No.: 480170 Map Panel Affected: 0010 E Dear Mayor Morton: 218-65-CR This responds to a letter dated June 18, 1996, from Mr. Kenneth M. Griffin, P.E., Assistant City Manager, City Engineer, City of Coppell, requesting that the Federal Emergency Management Agency (FEMA) determine whether the property described below would be located in a Special Flood Hazard Area (SFI-IA), an area that would be inundated by the flood having a 1-percent chance of being equaled or exceeded in any given year (base flood). This property will be elevated by the placement of fill after the date of the earliest National Flood Insurance Program (NFIP) map showing the area in the SFHA. Property Descr~fion: Proposed Riverview Kstates Communi _ty and State: City of Coppell, Texas On October 8, 1996, we received all information necessary to process this request. After comparing this information to the NFIP map for the City of Coppell, Texas, we determined that the property would not be in the SFHA if fill is placed as proposed. This conditional determination is based on the site plan, entitled "Thompson Fill, Elm Fork Trinity River, Floodplain and Floodway Delineation of Existing and Proposed Fill Site," prepared by Morrison Hydrology/Engineering, dated May 1996, and on elevation information provided by Mr. Ronald W. Morrison, P.E., in a letter dated July 26, 1996. Our final determination will be made upon receipt of a copy of this letter, a copy of the final plat with recordation data, and certified as-built information showing the elevation of the lowest ground on the property. In addition, the enclosed form, entitled "Certification of Fill Placement," must be returned, signed and dated by a registered professional engineer, an accredited soils engineer, or the community's NFIP permit official. To minimize the financial burden on the policyholders while maintaining the NFIP as self-sustaining, FEMA implemented a procedure to recover costs associated with reviewing and processing requests for modifications to published flood information and maps. Effective October 1, 1996, FEMA revised the fee schedule, establishing a flat review and processing fee for each type of request. The fee for your request is $800, and must be submitted before we can begin processing your request. Payment of this fee shall be made in the form of a check or money order in U.S. funds, made payable to the National Flood Insurance Program, or by credit card. For identification purposes, the case number referenced above must be included on the check or money order. Payment shall be sent to the following address: Federal Emergency Management Agency Fee-Collection System Administrator P.O. Box 3173 MERRIFIELD VA 22116-3173 Please note that this property could be inundated by a flood greater than the base flood or by local flooding conditions not shown on the NFIP map. Flood insurance is available at a reduced cost for properties located outside the SFHA. Also, although we have based our determination on the flood data presently available, flood conditions may change or new information may be generated that could supersede this determination. This response is based on the minimum criteria established by the NFIP. State and community officials, ba,~xl on knowledge of local conditions and in the interest of public safety, may set higher standards for construction in the floodplain. If the State, County, or community has adopted more restrictive and comprehensive floodplain management criteria, those criteria take precedence over the minimum Federal criteria. This letter does not relieve Federal agencies of the need to comply with Executive Order 11988 on Floodplain Management in carrying out their responsibilities and providing federally undertaken, financed, or assisted construction and improvements, or in their regulating or licensing activities. If you have any questions or if we can be of further assistance, please contact Ms. Agnes De Coca of our staff in Washington, DC, either by telephone at (202) 646-2746 or by facsimile at (202) 646-4596.
