Box 17300 Fort Worth, Texas 76102-0300 RE: Project//199400680 (25 acre tract of land on the south side of Sandy Lake west of the Elm Fork of the Trinity River in the City of Coppell, Texas) Dear Mr. Lea: This letter is written in response to your correspondence dated January 30, 1995 in which Michael Lamprecht from your office conducted a field visit to the referenced site. The result of that field visit was a determination that there was waters of the United States existing on this property. The owner of the property, Johnny Thompson, has also been in contact with this office since the January 30th correspondence and for several years prior to that correspondence concerning the potential development of this 25 acre tract of land. Most recently, Mr. Thompson was concerned about the fact that the Corp of Engineers had designated a portion of his property as wetlands. This letter is not written to question whether or not a portion of the property is wetlands but only to explain the development as it took place south of this property on land developed as Eagle Point Village. Eagle Point Village was part of the original Riverchase reclamation which was reclaimed in the mid-1980's. It also was grandfathered under the Trinity River Corridor Development Certificate (CDC). However, during the actual development of Eagle Point Village additional dirt was imported to elevate the site to the required 2 feet above the floodplain elevation. During the plan review of this property, it was noted that the filling of the property created a situation where there was water that would be ponded north of the site, i.e. on the 25 acre tract of land owned by Mr. Thompson. The City requested that wye inlets be placed on the northern boundary of Eagle Point Village to allow the 25 acre tract of land to adequately drain. With this letter, I am enclosing a copy of the drainage plans for the Eagle Point Subdivision which in fact show that approximately 7 1/2 acres of the 25 acres was designed to drain into those wye inlets and placed into a system that eventually drains into the Elm Fork of the Trinity River. I am unsure whether or not there are wetlands that exist on this site. However, just by the nature of the development of Eagle Point Village and the general location of where the wetlands are drawn on the map enclosed with your letter, it appears that the wetlands are areas that were intended to drain to the wye inlets and into the system constructed by Eagle Point Village. As for Mr. Thompson's future development, he has been informed that he will need to provide floodplain reclamation studies and adhere to the CDC requirements for valley storage.
