Dear Mr. ttenley:
This is in response to your letter of August 16, 1985.
During the process of analyzing and mapping tributaries, there can occur
an inadvertent inclusion of property in the floodplains and floodways.
We have various procedures for dealing with the situations. Generally,
we require a Letter of Map Amendment or a Letter of Map Revision; however,
in some cases in which there are one or two lots included in the floodway,
but in which the natural grade is above the 100-year base flood elevation,
we have advised local goverm~ents to make the determination that the prop-
erty is not within the floodway and to allow construction. In Ehis par~icu-
lar case, the tract of land is 25 acres; it is therefore our opinion that
the property must receive a Letter of Map Revision prior to being subject
to development.

Tompkins Development is currenlty in the process of purchasing a 25 Acre
tract of land on Sandy Lake Rd. East of the TP & L powerline easement
and West of Carrollton dam at the Elm Fork of the Trinity River. Lots
6A and 6B in abstract 1152.
There was considerable corresoondence in 1983 reagarding a floodway revision
on this site. The )ast letter that was made available to me was from your
office to Mr. Scott Barnett of the City Of Coppell dated August 3, 1983.
This letter states that FEMA has reviewed a grid map on this site and found
the site to be above the base flood elevation.
This finding results in a reclassification of the site. With Coppell's approval
the site would be developable with out enviormental impact to surrounding area.
