Information discussed in addition to that which is contained on the overheads included:
1, General - Ivan Nicodemus
Design Review - James Allen (ARS), Tony Tramel (DTA) and Don lngram's (ESS) efforts continue on the
design reviews.
Tit= Modifications - Grand Prairie, Mesquite * No new news to report.
City of Dallas Invoice - Hazel Baker (County) is still reviewing the PM/E evaluation of invoices #2 and #3.
Col/in-Dallas County ILA - No progress this week,
Escrow Requests - A Briefing Memo is being reviewed by Dallas County for a County escrow payment to
TxDOT for Projects 08 (Huitt-Zollars), 15 (Halff), 70 (Kimley-Horn). and 71 (Parsons Transportation
Group). The briefing was expected on April 29, however, Richard Peterson (Dallas County) indicated
that the review of the TxDOT Escrow Payment Briefing Memo was still underway, in addition, the County
needs to verify if the County has received escrow payments from the sponsoring Cities and that those
tL;nds have been deposited in the correct accounts. Richard requested a draft Court Order be prepared
.... considering the County Auditor's schedule changes for Court Order reviews. A discussion followed
regarding The uncertainty of the TxDOT administration charges, and whether or not to pursue the
payment briefing until such time that the administration charges are firmeal up, Currently the escrow
amounts are calculated based on the TxDOT letter of August 1996, Current issues which may change
this direction include:
Change to the overmatching approach on off-system improvements as discussed by Michael Morris
at the recent Regional Transportation Council meeting,
· Differences between TxDOT Special Projects and ROW offices regarding ROW administration
charges.
,, Uncertainty of TxDOT's intentions to collect indirect costs from FHWA for off-system improvements.
It was tentatively agreed that the escrow payments would be held unfit the current issues can be
resolved.

Implementing a Submittal Tracking System (STS) - Inputting submittal history.
Pending Contract Amendments:
· Project 06 (TCD) - Currently, awaiting consultant response to PM/I~ evaluation of the fee proposal.
· Project 08 (Nuitt-Zollars) - Preparation of the Briefing Memo is underway for the contract
amendment for the additional survey now required due to construction.
o Project 09 (GSW) - Court Order will be May 6.
· Project 72 (Bridgefarmer) - TIP modification from the City of Mesquite is required for a contract
amendment. The PM/E has requested the County to assist in the survey on the ROW in the City of
Belch Springs or make a contract amendment to Bridgefarmer.
Richard Peterson (County) said the he assumed That the signals that are in place are on utility
poles with span wires. Tony said that was correct. The City officials and the engineers disagree
where the ROW is.
·Project 76 (BW&R) - The Briefing Memo and draft Court Order for Contract Amendment 01 (add
two signal locations) will be ready for County review by the end of the week,
Regal Row Drawings - The drawings were forwarded to Wilbur Smith (Project 31), but the electronic file
configuration needs to be checked and then resent.
3, Traffic - Tony Tramel
Project 70 (Kimley-Horn · Garland) - A Progress Meeting has been tentativefy scheduled for late
April with the final report presentation.
Project 71 (Parsons Transportation Group - Grand Prairie) - The first nine PS&E packages
were submitted. The specs and estimates have not been reviewed by TxDOT, PM~ and/or the City.
They have been formally forwarded to the agencies for a shorten 5-day review cycle. The revised
funding estimate is expected by the end of this weeK.
Richard Peterson (County) asked about the type of the central communication system being designed-
_ __ Tony replied that the city has chosen a fiber optic system, with 9 to 12 cameras for surveillance
purposes, At this point the City will be purchasing the controllers; however, the type of equipment is not
decided at this time.
Tony noted that the PMtE will be writing a letter on the extent of the global management efforts on the
ultimate overmatched (100%) projects.
Project 72 (Bridgefarmer - MesquitelBalch Sprlngs/Sunnyvale) - The request still stands for
Dallas County assistance in identifying ROW at the City of I~alch Springs signal locations. Sid Norner
and Soles Camadtlo (Dallas County) will be contacted. There are approximately 8-10 locations out of the
25 that are at 75% PS&E. A Progress Meeting wilt be held this Thursday.
Project 73 (Hunter Associates - South Dallas County) - Ivan stated that the consultant is
doing well after an initial flurry of misunderstandings and loss of personnel at the start. Tony said that
Nal Jones (Hunter) was going to hire John Friebele (original project manager) on the weekends to assist.
Project 75 (Sverdrup - Irving/Coppell) - Format review of two Technical Memos have been
initiated.
Project 76 (Bucher, Willis & Ratlift - Signal Retlming · N, Dallas) - BW&R's data collection
is 90% complete. The PM/E is recommending a cost proposal for two additional locations.

Tony io working on consolidating the traffic review comments into an electronic format,
Tony stated that the signal design on Project 02 has not been provided prior to the 95% submittal,
resulting in a lot of review comments,
4, Civil - James Allen
James reported The following project status:
Project 05 (PBS&J - Dallas) - Review comments have been consolidated and James noted that he
witl be meeting with Cal Bostwick (PBS&J) tomorrow to review the list. One on one reviews of the
consolidated comments is a newly adopted PMIE practice to assist the consultant in the dispositioning ',
process.
Project tO (USA - Coppell) - The consolidation of the review comments is being finalized: a meeting
will be set up with Scott Young (USA) to review the list.
Project 17 (Gojer - Dallas/Garland) - A meeting was held with Gojer last Thursday to review the
consolidated comments,
Project 22 (TranSystems · Dallas) * A coordination issue has come up on the Sylv,~n Avenue at
Irving Boulevard intersection. Greiner (TranSystems subconsultant) has had contact with HNTB who is
performing the design services for the Sylvan bridge improvements. There is some concern of
overlapping/duplication of design efforts between HNTB and TranSystems which will have to be
resolved.
5, Environmental - Don Ingram
Projects 05 (PBS&J) and 17 (Gojer, Dallas) - Consolidated review comments were sent out.
Project 10 (USA - Coppoll) - Don has completed the consolidated environmental review comments.
Oyekan's (subconsultant) staff member who prepared the draft environmental reports, has been
assigned to DART so a new person will be assigned.
Project 22 (Tranlystems · Dallas) - The 15% draft environmental reports are expected tomorrow,
Project 23 (MK Centennial (Dallas) - The I5% draft environmental reports have been received.
--- Don stated that Sam Moghadassi (TxDOT) has backed off on the noise requests and on the Minute
Order which was to be attached to the back of the environmental reports.
6, Project Control - Jim Bernjar
Development of Exhibit 'H' reports continues.

TxDOT-County Agreement Modifications - Gary Taylor (TxDOT) is currently reviewing the PM/E
evaluation of proposed revisions to this agreement,
ExhibitA & B Content- Proposed listing being reviewed by County and TxDOT.
Continuation of PM/E Services- Ivan continues to work on a letter requested by the County on
alternatives to carrying the PM/E services through the completion of the program.
8, Look Ahead - Ivan Niceriotous - Next CMAQ Meeting will be held on April 30, 1997. Reference the
"Look Ahead" overhead for a listing of upcoming milestones.

Richard asked about the ROW at Camp Wisdom and Cockroll Hill (Denny's) Project 02. Ivan stated that
very preliminary appraisal information has been used to make suppositions regarding the inadequacy of
the budget. Ivan plans to contact S~las Camarillo (County - ROW) to discuss several issues including:
· Schedule for developing ROW appraisals. It is important that appraisals be deveWoped within 30 days
of the initial ROW drawings so that if design changes are necessary, the changes can be made prior
to the 65% PS&E with little or no re-design required.
·Efforts should be focused on developing actual ROW cost estimates, while TxDOT sorts out between
the Special Projects and ROW divisions what the administrative costs are.
e The issue of whether or not Denny's has already received compensation for the parking lot damages
_ ._ remains to be resolved.
Ivan emphasized that these ROW issues are on the proJect's critical path.
Ali Malekouti (City of Dallas) inquired if the CMAQ Program has been subject to any audits. Don
Cranford (County) replied that the program has undergone three levels of audits: t) one TxDOT-Austin
audit (a second has been requested by Bud Beene); 2) County audit of every PM/E invoice; and 3)
annual contract compliance audit performed by PBCS's corporate staff.
