t, General - ivan Nicodemus
Design Review - James Alien (ARS), Tony Tramel (DTA) and Don lngram's (ESS) efforts continue on the
design reviews.
TIP Coordination -
· Grand Prairie - No new news since last week as reinstatement of SH 360 signal improvements
continue to be considered and will require a TIP modification.
· Mesquite - No new news. The City of Mesquite must first go through their city council prior to taking
RTC action_ A TIP modification is not expected until May.
City of Dallas Invoico - The PM/E's evaluation of the invoices #2 and #3 was forwarded to Hazel Baker
(City of Dallas) for review. Ms Baker has indicated that a meeting might be needed to resolve the
differences. After the issues are resolved, the PM/E will advance the payment request process.
City Coordination - Tt~e PM/E has responded to Dave Dybala's (Dallas) letter last Friday requesting an
update on the status of the CMAQ projects. A summary which includes scopes is still being prepared.
Garland at Gaston - Information was sent to Peter Manos, an architect involved in that area, as he
requested.
Colfin-DallaS County ILA - No progress this week.
Escrow Requests - A Briefing Memo for escrow payments to TxDOT has been prepared for Projects 08
(Huitt-Zollars), 15 (Halfl), 70 (Kimley-Horn), and 71 (Parsons Transportation Group). The briefing is
expected on April 29.

Pending Contract Amendments:
· Project 06 (TCB) - A response to TCB's fee proposal was given. The request for additional
compensation for environmental work was denied. No changes to the original environmental
scope were made or required. The consultant has exceeded the lump sum value of the
environmental work and is trying to recover the overbudget expenses without cause.
· Project 08 (Huitt-Zollars) - Preparation of the Briefing Memo is underway for the contract
amendment for The additional survey now required due to construction.
· Project 09 (GSW) - Commissioners Court Briefing for Contract Amendment 01 will be April 22.
· Project 72 (Bridgefarmer) - TiP modification from the City of Mesquite is required. ..,
· Project 76 (BW&R) - A Briefing Memo was prepared for the additional work to add two signal
locations.
Regal Row Drawings - Drawings from Needham-Wright were forwarded to Wilbur Smith (Project 31).
3. Traffic - Tony Tramel
Project 70 (Kimley-Hom - Garland) - Final data collection continues.
Project 71 [Parsons Transportation Group - Grand Prairie) - A Progress Meeting was held
yesterday. The Final PS&E for the first 13 signal upgrades has not been submitted yet, but is expected
by the end of the week. The Central Core Communication Plans (75%) are anticipated next week.
The funding estimate is being prepared. The project team aftended a JKS (vendor) seminar on
Centralized Traffic Signal Control Systems this morning.
Project 72 (Bridgefarmer · Mesclulte/Balch $prings/Sunnyvale) - A request has been made
of Dallas County to help identify the ROW at one location in the City of Balch Springs,
Project 73 (Hunter Associates , South Dallas County) - The Progress Meeting was re-
scheduled for next week to avoid conflicting Progress Meetings.
Project 75 (Sverdrup - !rvinglCoppell) - A Progress Meeting was held yesterday. Sverdrup
presented some additional findings dealing with signal timing and made recommendations and
modifications. The findings will be lorwarded on To the cities for their review along with supporting
documentation ancl graphics.
Project 76 (Buoher, Willis & Ratlift - Signal Retlnting - N. Dallas) - BW&R's data collection
is 75% compiete. The cost proposal for adoring two signal locations has been received and approved.
The Briefing Memo is being prepared.
Tony reported that all of the outstanding Schematic tralfic reviews are complete. Reviews of Leftwich's
(Project 01) 6.'5% PS&E and Chiang, Patel's (Project 02) 95% PS&E should be complete 13y the end of the
week. It was noted that Moose Saghian (TxDOT) has indicated that Project 02 reviews are on hold Until
the ROW documentation is complete.
Ivan addressed TxDOT's concern regarding federal funding for the first phase of Project 71 with the 9
signal locations to be forwarded on To TxDOT for construction. and the 4 which are 100% locally funclad.
He explained that the PM/E is not performing any technical reviews on those 4 drawings (100% locally
funded) other than To perform its global CMAQ management function of the program To insure that the
project advances in a timely fashion
Ivan noted that the drawings on Project 01 (LefTwich) are well short of the 65% PS&E level. Leftwich will
be requirecl To re-submit the PS&E for further assurance prior TO the 95% PS&E submittal.

James reported the lollowing project status:
Projeots 05 (PBS&J - Dallas)~ 10 (USA - Coppall) and 17 (GoJer - Dallas/GaHand) - The
PM/F_. has received all review comments which are currently being consolidated. James will be meeting
with Gojer tomorrow afternoon to review the comments one on one.
Projects 04 (Paragon - Dallas) and 07 (Espey, Huston- Grand Prairie) - The review
comments were returned to the consultants for dispositioning.
Projeot 06 (TCB - Dallas) - Review comments were dispositioned by TCB and are currently being
reviewed. There will be 10 to 12 issues that will have to be resolved, If tipsy cannot be re'solvecl over the
phone a meeting will be set up_
Projects 13 (WP Moore - Farmers Bran~:h). 14 (HNTB - LBJ) and 16 (HDR - N. Dallas) -
TIle initial Schematic Design Submittals are currently being forwarded to each agency for review.
Projeer 32 (Datum - Dallas) - A meeting with the consultant, TxDOT and the PM/E was I~eld on
Monday to review the intersection layout for the Preston at Keller SpringsANestgrove intersection. The
meeting went well and a follow-up meeting to include Jack Antebi (City of Dallas) will be scheduled.
5. Environmental - Don Ingram
Project 14 (HNTB · LBJ) - The consultant's environmental reports still have not been received, but
should arrive next week.
Project 15 (Halff - N. Dallas) - Revised environmental reports have been sent to TxDOT-Austin for
final approval.
Project 31 (Wilbur Smith - Dallas) - The draft environmental review comments should be
dispositioned soon by Wilbur Smith, after having a few questions answered-
Projects 05 (PBS&J - Dallas), 10 (USA · Coppall) and 17 ((Gojer - Dallas/Garland) -
Consolidated review comments are complete,
The addendue for the heifer plate noise language requested by TxDOT-Austin on Project 08 (Huitt-
Zollars) was forwarded to TxDOT Monday,
Don indicated that he still has not received any djrection from Moose (TxDOT) regarding :l~e extent of the
MAPO process expected on Davis Street between Hampton and Westmoreland. Don is also waiting for
Sam Moghadassi (TxDOT) to research the request to include a copy of the CMAQ Minute Order in the
environmental reports.
6. Prolect Control - Ivan Nicodemus
The Monthly Schedule Update was issued on Monday,
Jim updated ten projects this week as indicated on the Design Status overheads.
7. Key Issues - Ivan Nicodemus
TxDOT-County Agreemenr Modifications - Gary Taylor (TxOOT) continues to work on the review of the
TxDOT/County agreement provided by the PM/E.
Exhibit A & B Con~enr -TxDOT and County review of the proposed listing is underway.
Continuation of PMiE Services - The PM/E owes the County a letter addressing alternatives to carrying
the PM/E services through the completion of the program, Ivan said that the issue should be sorted out
in May.
