RE: Request to administer a Title 23 Project in the City of Coppell
Dear Mr. Beene:
The City of Coppell is participating in the Dallas County CMAQ Program. Currently, five
CMAQ intersection improvements are under design in our City. One of the five, Sandy
Lake at Moore, is within the limits of the Sandy Lake Road project currently being
designed by the City of Coppert. The intersection of Sandy Lake Road at Moore Road is
in CMAQ Project 10. Extensive design coordination has occurred to ensure that the Sandy
Lake Road improvements and the CMAQ intersection improvements at Sandy Lake and
Moore will complement each other.
The only feasible method to actually build these two construction projects is to build them
simultaneously. To accomplish this objective, the City of Coppell proposes to administer
the bidding and construction management of the CMAQ Title 23 intersection improvements
at Sandy Lake and Moore Road as part of the Sandy Lake Road project. The other four
locations in the CMAQ Project 10 would continue to follow the standard procedure for
project administration. The City requests that Dallas County forward this request to
TxDOT and would solicit your concurrence in this request.

eemenenle Atul, here is the text for a letter to Bud Beene requesting the County's aid in obtaining the
necessary approval to administer a Title 23 reimbursable project in the City of Coppell. I have talked to
Moosa Saghian at TxDOT, and although this would be something new for them too, they are committed to
finding out how to make it work.
Moosa feels that most of the agreement work on the TxDOT side would probably be done in Austin.
I hope that the draft letter will help, I have a draft letter for Bud to send to TxDOT endorsing the suggestion
to let the City of Coppell perform the Title 23 w~. Your letter would be an attachment to Bud's letter to
