RE: Congestion Mitigation Air Quality Project gST 96-02 (CMAQ Project #10)
Dear Mr. Loggins:
This letter is written as a follow-up to our phone conversation of July 19, 2000 when we discussed
several comments on the construction plans for CMAQ Project 10. In summary, we discussed: no
lanes will be closed except between the hours of 9:00 a.m. and 4:00 p.m. and at any given time only
one lane will be closed; the traffic light standards within the plans were not the City of Coppell
standard traffic lights; due to the exorbitant cost of the retaining wall and because only six small
trees are being saved by the wall, the City is requesting that the wall be deleted from the project and
that the median area be reshaped and then hydro-mulched at the completion of the project; and our
cost participation on this project.
The City has previously provided monies to Dallas County for CMAQ Project 10. My records show
that in July 1996, the City provided a check in the amount of $27,889.00 for CMAQ Project 10.
That money was for the design of Belt Line @ MacArthur, Belt Line @ Wrangler, Bethel @ Denton
Tap, and Moore @ Sandy Lake. Since that money was provided to Dallas County, Belt Line @
Wrangler and Moore @ Sandy Lake has been deleted from CMAQ Project 10. The City's cost for
Belt Line @ Wrangler was $1,806.00 and for Moore @ Sandy Lake was $19,891.00. It's possible
that some work was performed on those intersections, however, neither of the two referenced

County to help offset portions of the construction cost.
Please investigate and provide to the City of Coppell an accounting of the credit we currently have
with Dallas County to place toward the construction cost of CMAQ Project 10. Please let me know
at your earliest convenience so I can start the process of appropriating any additional funds that may
be needed for our cost participation. If you should have any questions, please feel free to contact me
