The following are the issues that we discussed that I want you to be informed of: 1.As per City of Coppell they have not received the 100% complete plan submittal while they are very interested in providing their comments. I think they should have a lot to say about the proposed TCP in the set and handling of the temporary signal. 2.City mentioned that most of their previous comments have not been addressed. 3.City feels comfortable with the proposed retaining wall by the median on MacArthur. For them it is very important to preserve as many trees in the median area as possible, and retaining wall (to them) is apparently the best alternative to achieve that goal. However, there are some issues and facts. First of all, minimum 0.5-meter clear zone, from curb face, must be provided for safety reason. Ironically, this requirement will move the wall back to where there is more likelihood of the wall cutting into tree roots, (during wall excavation and construction), causing serious damage to the very trees that city wishes to save! Secondly, the necessity of such a wall is absolutely in question. Because, based on the existing and the future contour lines shown on the Layout, the difference in elevations between the highest point in the median and the top of curb is only 0.5 meters (within a 2-meter distance), that could be graded by a very safe 1-to-4-slope. Note that this is the same slope that is on the other side of the trees and has proven to be stable. Thirdly, the remaining trees will end up being right in the middle of the median, why should one side have curb and the other side retaining wall!! Also, the set is full of deficiencies that need to be fixed. Therefore, we are asking for a meeting with all agencies involved. Thanx, CC: Moosa Saghian
