HISTORY: This property has never been platted. The purpose of this
preliminary plat is to file the configuration of the present
landownership.
TRANSPORTATION: Wrangler Road is an unimproved C4U to be build in 60 feet of
r.o.w.

COMPREHENSIVE PLAN: The 1987 Plan showed industrial; the re-analysis suggested
commercial as most appropriate land use.
DISCUSSION:
The Coppell Middle School is currently on an unplatted piece of property. The purpose of this
preliminary plat is to provide an official record for the present ownership of 51.8 acres of
property on Wrangler Drive. The approval of this plat not only will bring the parcel of property
up to currently regulatory standards, but it will also permit the Coppell School District to build
any future additions to its existing campus.
It is important to note that the Coppell Middle School is a non-conforming use on commercially
zoned property. As the structure predates the zoning .ordinance, the use is permitted to continue.
The continuation of such nonconformities is based on the principle that laws cannot be applied
retroactively unless there is a compelling reason - such as an imminent danger to health. This
is not the case with regard to the middle school. Any future expansion on the property may
require a Special Use Permit.
Recommendation:
The following recommendations must be met as conditions for approval of this preliminary plat:
(1) Roadway impact fees will be required.
(2) Extend 12' water line on Wrangler to west property line.
(3) Site development may require additional access roadway(s) and/or standpipe system.
(4) Site development may require automatic fire sprinkler system, per NFPA 13.
(5) Site development may require on site water supply to 'loop' to existing main on
Wrangler Drive.
(6) TU Electric will require easements for existing facilities for final plat.
