Pre-Final Inspection on 3/23/88
Gentlemen:
The above referenced inspection occurred on the afternoon of March 23,
1988, at the site. Those present included the Owner (Mickey Harper),
Owner's Representatives (Gary Keep and Mike Elmore of SEWC, Inc. and John
Nall, Engineer, of TNP), the Contractor (Nick Groze, Superintendent, and
John Burns, Foreman), and the City of Coppell (Steve Morton, Chief
Inspector).
During the course of the inspection, it was observed that the only
significant activity remaining to be addressed by the Contractor was the
establishment of grass turf in the areas called for in the Contract.
During the afternoon, the spraying of wood fiber mulch seeding was being
accomplished by the Contractor's sub-contractor hired to perform the
procedure.
The following items were noted as needing to be addressed prior to the
Engineer issuing a Letter of Substantial Completion:
There needs to be a clean-up of general debris (i.e. sticks,
branches, rocks, etc.') from the entire site.

Several areas have been "rutted" by wheel tracks of heavy
equipment. These areas need to be smoothed out by the
Contractor.
A steep area of earthen bank was observed along the south
property line in the general area south of the middle practice
field. The Contractor is to reg~&~ t~i~ ~t~ ~ ~a
"flatten" the slope. This particular area probably run~ 100 to
150 feet adjacent to the south property line.

Any and all broken grates (for inlet coverings) shall be
replaced. One grate that was observed to be broken lies
adjacent to the south property line between the two most
easterly practice fields.
Two steel fence posts at the southwest corner of the site need
to be removed.
The barbed wire fence along the north property line needs to be
restored so as to assure the positive containment of livestock
(horses) located on the property to the north.
Ail trees that have been gouged during construction operations
shall be painted with an acceptable "tree paint."
At the northeastern part of the site, there is a sanitary sewer
manhole rim which is presently in a "sump condition" because of
its elevation being approximately one foot below the top-of-curb
of an adjacent 20-foot curb inlet. This is in an area where
grades in the parking lot were adjusted (i.e. raised
approximately 1-foot along the north curb line of the parking
lot) a couple of months ago during construction. In any case,
in order to avoid creating a water pond at the manhole during
rainfalls, the Contractor agreed to raise the manhole rim to an
elevation equal to the top-of-curb elevation of the adjacent
20-foot curb inlet.
Prior to this office issuing a Letter of Substantial Completion, the
above items must be addressed plus we must receive confirmation (1) from
the surveyor regarding horizontal dimension (and a few additional
vertical) checks of the finished construction and (2) from the soils
engineer (Maxim) regarding the acceptability of the "select fill" material
and compaction constructed in the track area within the stadium. Upon
satisfactory completion of the above numbered items and receipt of
satisfactory information from the surveyor and soils engineer, this office
is prepared to issue a Letter of Substantial Completion. The one
remaining item (to finally close out the project) is the uniform
establishment of grass over all of the seeded area. The City's Steve
Morton also indicated that he will be furnishing a Letter of Substantial
Completion regarding the storm drain facilities; Mr. Morton further

communicated that final acceptance of the storm drain facilities will not
occur until after the paving is finally accepted and, at that time,
assuming that there are no new problems with the storm drain facilities,
he related that he would issue a Letter of Final Acceptance and that the
Maintenance Bond would start at that time.
