Dear Mr. Ratliff:
I have been advised through our contractor on the High School project
that the neighbor adjoining our southeast corner has constructed a
fence along the school property line. Our survey indicates that there
is a 30 ft. public right-of-way directly south of property for Willow
Lane; and in fact, our site drainage plans call for a transition be-
tween our box culvert and the existing ditch to occur in the Willow
Lane right-of-way.
As you can see, there is presently a problem. Our contractor is ready
to clear the area around the end of the box culvert, which will be
directly under the neighbor's fence. Our records would indicate that
his fence occurs within the City right-of-way for Willow Lane, and
unless the fence is moved within the next two or three days, progress
of our work will be impeded.
You may be aware that the property owner has a large dog and is presently
protesting the right of our contractor to perform any improvements in
the right-of-way. Please look into this matter at your earliest possible
convenience so that progress on our construction can continue.
