Box 478 Coppell, Texas 75019 214 - 462 - 0022 TO: FROM: DATE: RE: Frank Trando, Interim City Manager Shohre Daneshmand, Civil Engineer February 24, 1987 Drainage Plans of Coppell High School As you know, the Preliminary Plat of the above project was approved ou January 13, 1987. The Final Plat has not been submitted yet; however, I received two (2) sets of Drainage Plans on Public Storm Drain (proposed box culvert, line A, proposed 60" RCP to the north of the property and 48" RCP - 54" RCP connected to the box culvert) which would be within the drainage easement. To expedite their project, I reviewed and commented on the Drainage Plans. Mr. Gabe Favre with Ginn, Inc. had forwarded his review and comments on the Drainage Plans to me (he had also received 2 sets of plans from the Engineer). John Nall and Tom Rutledge with Teague Nall and Perkins came by on Friday, February 20, 1987 at 4:30 p.m. to pick up the mark-up plans. They asked me to go over the plans with them and I did so. I mentioned to Tom that as a normal procedure, there should be a final plat submittal, including the Final Plat, Site Plan, Landscape Plan, Irrigation Plan, Street Lighting Plan and Final Engineering Construction Plans; for the Development Review Committee to review and make recommendations to the Planning and Zoning Commission and the City Council. Tom's response to one of my comments is the reason for this memo; to ask for your supervision. The Drainage Plans showed two (2) sets of Storm Drain Systems, clearly marked "PUBLIC" and "PRIVATE", and details provided on the plans were only for "PUBLIC STORM DRAIN". This property is a 50 ~ acre tract and most of the water shed is taken care of by the on-site storm systems (referred to as "PRIVATE" on the plans) and eventually the water is drained to Cottonwood Creek, along the north side of said property. I asked Tom if there are any plans and profiles of the "PRIVATE STORM DRAIN" and he commented: "We don't see why we should submit any plans on private lines to the City." He added: "Mr. Wayne Ginn did not have any problem with it when we talked to him. We are presently taking bids on this project (no specifics) and instead of Reinforced Concrete Pipe (RCP) we are using PVC." Frank, we, City Staff, are in need of your supervision on such an important step of land development. As you know, administrating Floodplain Management has always been an important task handled by the City, and Staff should review Private or Public Storm Systems for the welfare of the Citizens of Coppell. Based on what I learned from the former City Engineer, Mr. Ed Powell, "PRIVATE SYSTEMS" are privately maintained utility systems, but designed and inspected per the City of Coppell's Standard Construction Details. My understanding is that Teague Nall and Perkins Engineering has no intention of getting the City's blessing on Private Storm Systems and as a concerned City Staff, I am informing you of this situation.
