RE: Construction Inspection for Lakeside Elementary Date: September 14, 1993 Based on our conversation, it is my understanding that we are to look at Lakeside Elementary as a test case to determine how our construction inspection fees match up against the actual time spent on the project. I asked Larry Davis to research his records and make an approximate estimation of time spent on this project. Based on information he provided to me, the following represents the amount of time Larry estimates he spent on the project: Underground utility inspection 45 hours Lime stabilization and subgrade inspection 20 hours Concrete paving inspection 10 hours Utility adjustment at the final grade 4 hours Total 79 hours Our construction inspection fees are calculated as 2 % times the cost of the public improvements. On this project, the public improvements were only the 45 hours for the underground utility inspection. The other three items are all private installations, however, the inspection is performed by the Engineering Department in an effort to assist the Building Inspection Department on various types of inspections. Larry's regular rate of pay is $14.67 per hour. With benefits, this equates to approximately $19.00 per hour. Therefore, the real cost of Larry's time spent on this project is approximately $1500.00. The amount of the construction inspection fee collected on this project was $608.00. As you can see, the actual dollar amount expended on this project for inspection exceeds the construction inspection fee collected. Even if you only consider the inspection of the public improvements, the cost for the inspection would still be approximately $850.00. This is still an amount greater than the amount we collected for inspection.
