Whispering Hills in Shadow Ridge
As per your request, I have researched the problem surrounding
the colapsing of Whispering Hills which was brought to your attention
by Per Birdsall and myself two weeks afterwards.
The contractors were Lightning Construction (utilities), L.H. Lacy
(paving), and Randy Fleming (inspections).
The project was accepted in December of 1984. The cracks in the
pavement were noticed by Mr. Fleming October 17, 1985 and brought
to the city's attention during a meeting on October 21, 1985, 30
days prior to the maintenance bond's expiration date. Attendance
at that meeting included Randy Fleming- Ginn, Inc., George Hollan
of ~{ayne, Hollan and Associates- Testing, Inspection of Materials
{~['~gineers, C.A. Daniel of Lightning Construction Co. Inc., Dick
Botique of L.H. Lacy, Per Birdsall and Steve Goram of the City
of Coppell. To summarize the meeting, the crack was discussed
and cores of the street showed no void under them, but evidence
of settlement along Southeast curb line had been resolved by removal
& replacement during time of construction. Randy voiced his concerns
over parrallel cracks along sanitary sewer ditch line, and since
historically Lightning Construction had areas throughout project
which had to be reworked due to settlement, the city should take
steps to have Lightning Construction correct this problem at least
by sealing cracks, if not rework area in question. Dick Botique
of L.H. Lacy agreed to route and seal crack if someone would tell
him that it was a satisfactory solution.
Ginn was to oversee what was to happen and the city was to agree
to the solution and see that it was carried out. On 12-9-85, Per
Birdsall wrote a letter to C.A. Daniels notifying him that the
problem had not been resolved by Lightning Construction and the
maintenance bond was to expire 12-28-85. I have found no other
information from this point.
These findings are a combination of conversations I had with Randy
Flemming, George Hollan, as well as data I gathered in recreating
this file from George Hollan's and Randy Fleming's files and notes.
