SUBJECT: Drainage Report and School Participation in Correcting
Drainage Problems
REFERENCE: Meeting 3/14/91, Steve Goram, Gary Sieb, Buddy Echols,
Alan Ratliff
At the referenced meeting, we discussed the drainage problems/
projects which were identified by the Albert Halff drainage report.
The purpose of our meeting was to discuss specifics of the report
as related to the C.I.S.D. and to'discuss with Mr. Echols their
possible participation in correcting these drainage problems.
In discussing the Pinkerton Elementary School drainage problem,
which consists of ponding between the school track and the homes to
the east and ponding at the back of the school, it was determined
that the C.I.S.D is preparing expansion plans for that school, and
as such, has intended to develop a drainage swale between their
building and the tract. It was the consensus of all those in the
meeting that we should allow the school architect and the City's
engineers to meet and determine how this drainage swale could be
utilized to address the ponding problems. Mr. Echols will inform
the school architect, Mr. Gary Keep, to expect a call from the
City's engineers, and they will meet for this purpose and provide
us with a report of their findings.
In the second case, Lee Elementary School, we identified a problem
of water draining from the school property onto Samuel Boulevard.
There was also discussion about water sheeting and running to the
north into the condominium property. It was the consensus of those

in attendance that we would wait until the drainage project related
to the construction of Food Lion and the church has been completed
and then reassess the extent of the problem. As a part of this
reassessment, we will then determine the amount of runoff
attributable to the C.I.S.D.'s property and will request
participation by the District in further drainage improvements
based on that information.
