HISTORY: There has been no recent development history on the subject
tract, although a new middle and a new elementary school have
been constructed within the last year on the parcel immediately to
the east.
TRANSPORTATION: Denton Tap Road is a PD6, six lane divided thoroughfare
contained within a 100 -110 foot right of way currently under
construction, with a completion date projected for the summer of
1999.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable
for regional retail
DISCUSSION: The Master Plan supports retail activities for this property, and
the proposed day care facility is a retail type use. Staff's primary
concern with the application relates to access and the facility's
appearance from Denton Tap Road, a Primary Image zone. The
access is accommodated by Natches Trace Drive, which means
the potential for traffic congestion along Denton Tap is
minimized. The rear of the facility--that part of the building
which faces Denton Tap --is a bit more problematic, but with
proper landscaping, and with some idea of what the fifty foot
strip between this center and Denton Tap Road is projected to be
used for, this project could be a positive addition to the City of
Coppell. We suggest more tree plantings along the Denton Tap
exposure to the school would address our concern.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the request subject to several
conditions which have not yet been met by the applicant.
Specifically:
- change road identification to reflect Natches Trace Drive
on all exhibits
-plant material screening parking areas needs to be 30"
tall, not 24" as shown on the landscaping plan
- provide a notation on all drawings that additional
electrical wiring shall be underground and that mechanical
equipment, electrical equipment and utility meters shall be
either placed in inconspicuous locations or screened from
view
- preliminary plat signature blocks modified (TU /. Lone
Star, in particular)
- Compliance with other departmental comments (Fire and
Building Inspection)
- address the Denton Tap screening concern
