ITEM: PD-184, St. Andrews Manor, zoning change request from A (Agriculture) to
PD-SF-ED (Planned Development, Single Family-Estate District), to allow the
development of a single family home with the following requested conditions:
the lots shall have no alleys or city sidewalks; the lots shall have a gated
entrance and gravel drives; the lots shall utilize septic systems for sewer service,
and the building lines shall be indicated on the plat, on approximately 5.1 acres
on property located along the north side of DeForest Road, approximately 200
feet west of Stratford Lane, at the request of Holmes Builders.

Reference the floodplain limit line to the applicable LOMR.
The water service proposed needs to be private and located in a private utility easement.
The water meter would need to be located in the easementJR.O.W, of Stratford Lane.
The driveway proposed needs to be substantial enough to carry emergency apparatus.
The proposed driveway needs to be elevated above the floodplain per the City's Floodplain
Management Ordinance.

Remove variance note regarding sidewalk since the sidewalk along Deforest can be
constructed in the future when Deforest is improved.
The floodplain limit shown needs to reference to the applicableLOMR. The current FEMA
map is from 1994.
Show the zoning of adjacent properties.
The plat needs to show any proposed easements.
Show the minimum finish floor elevation to be 2' above the 100-year flood elevation or 1'
above the base flood elevation, whichever is more restrictive.
