HISTORY: There has been no recent zoning history on the subject tract although a 32-
acre parcel to the south has recently been developed with a 70 lot
residential subdivision.
TRANSPORTATION: Mockingbird Lane is a C2U, two lane undivided street contained
within a 60-foot r.o.w.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
residential, low-density development.
DISCUSSION: Although at fn'st blush, this proposal appears to be pretty
straightforward, there are several concerns of staff that need to be
addressed. For example, the applicant is not following several guiding
principles of the wireless section of the Comprehensive Zoning
Ordinance, to wit: wherever possible, these applications should not occur
in residential zoning districts--this area is zoned SF-9; also, they are
encouraged to locate on existing towers; the Ordinance discourages
single use facilities--this is a single use and should be located where co-
location can occur. Because this application does not meet these criteria,
its approval is subject to question. In addition, the Fron tennis center is
a non-conforming use in a residential zoning district. The Zoning
Ordinance states that all non-conforming uses should be eliminated. If
this SUP were to be granted, the non-conforming use would be extended
(the owner would be getting income off the antenna lease, and the
additional equipment enclosure would "improve", thus extending the life
of the non-conformity). The Zoning Ordinance clearly states that non-
conforming uses shall not be enlarged or added to. Therefore, this
proposal would actually add value and life to the existing non-
conforming tennis center.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION
Taking all the above comments into consideration, it is obvious that staff
can not support this application. It is in the wrong location, it does not
meet the criteria of wireless antenna placement, it would extend the life of
an existing non-conforming use, and initial response from neighbors
suggests little support for this use. Staff recommends denial.

This building-mount antenna location allows Southwestern Bell Wireless to enhance wireless
service in this area of Coppell while meeting the objectives of the wireless ordinance by not
constructing a tower to support the antennas. Additionally, this installation will be configured to
minimize visual impact since the antennas will be flush-mounted (not extending above the roof
line), painted to match and integrated into the overall design of the building. Landscaping will
screen the equipment building that is located adjacent to the existing building. To further
minimize construction of towers for other wireless providers, Southwestern Bell Wireless will
assist in any way possible in the installation of additional antennas at this location.

building.
