I. Water Storage Facility Relocation
Issue
A land exchange has been proposed that would swap a 2 acre area owned by The
City of Coppell and a 2+ acre piece of property owned by St. Joseph Village. This
will allow the city to construct a new water storage tank and abandon the existing
one along Sandy Lake Road.

· The current land owned by the city is located within the floodplain. In order to
vomplete the land swap, this land must be reclaimed from the floodplain and
alley storage provided. St. Joseph Village would like the city to bear the
burden of facilitating this process and the cost associated with it.
II. Zoning - Following are issues related to the current PD-SF approved by the City of Coppell
A. Density
Current Density
Current PD calls for 139 single-family lots.
St. Joseph Village Concept
We propose a density of less than 10 units/acre for a continuing care
retirement community. See attached traffic flow calculations.
B. Height Restrictions
Current Height Restriction
PD calls for a 35' maximum building height.
St. Joseph Village Concept
We propose 1,2,3 and 4 story buildings as shown on the attached site plan.
C. Park and Landscape Requirements
Current PD Requirements
· Landscaping (seeding and mowing) of a linear park in the existing TP&L
easement.
· Landscaping along Sandy Lake Road is to be in accordance with the
approved streetscape plan.
St. Joseph Village Concept
· It will not be possible to seed and mow the entire easement due to existing
wetland areas. St. Joseph Village will however seed the areas within the
easement and outside of the designated wetlands.
· St. Joseph Village would like to construct a pond/water feature within the
existing channel along Sandy Lake Road.
III. City Park Requirements
Current Requirements
Park fee of $1285 per unit is currently required.
St. Joseph Village Concept
St. Joseph Village would agree to seed the easement and construct a trail system
in the linear park along the utility easement as well as a trail to connect the
Riverchase subdivision to the elementary school. For this we would like
consideration for exemption from the park fee and after construction turn the park
area over to the city for maintenance.
IV. Parking Requirements
Current Criteria · Retirement Living - no current criteria
· Assisted Living - no current criteria
· Skilled Nursing - 1 space per 5 beds and 1 space per daytime staff member
· Chapel - 1 space per 3 seats
St. Joseph Village Concept · Retirement Living - I space for every 1.6 units
· Assisted Living -1 space for every 5 Beds and 1 space per daytime staff member
· Skilled Nursing - 1 space for every 5 Beds and I space per daytime staff member
· Chapel - 1 space for every 8 seats
V. Roadway~ Perimeter Screening & Site Access
Issues

The city has expressed the desire that St. Joseph Village construct and pay for
the extension of Star Leaf Drive from the west property line and connecting it
to Sand Lake Road.
· Perimeter Screening
The zoning ordinance indicates that screening walls shall be 6' high masonry
walls.
· Site Access
Minimum curb cut distance is 660'

Roadway
Joseph Village will assume responsibility to construct the extension of Star)
St.
Leaf Drive to Sandy Lake Road. However, this will be contingent upon the ~
execution of approvals and agreements on the other issues stated within this )
document. ~'
Perimeter Screening
St. Joseph Village proposes to construct screening walls as shown on the
attached Site Plan. Screening wall type and materials shall conform to the
building exterior.
Site Access
Curb cut as shown on the attached Site Plan (610' from curb return to curb
return).
VI. Building Exterior
Current Requirements
The city requires that the exterior be covered with 80% masonry.
St. Joseph Village Concept
St. Joseph Village would like to cover the building in a stucco material in order to
create a spanish mission look (see elevation sketches).
VII. Site Signage
St. Joseph Village is proposing 2 monument signs as shown on the attached Site Plan.
Monument signs will be constructed in accordance with the City of Coppell standards.
