Pacheco Koch Consulting Engineers 9401 LBJ Freeway, Suite 300 Dallas, Texas 75243 RE: St. Ann's Project Dear Mr. Jones: I am writing you regarding a meeting you had on March 15, 2000 with our engineering staff to discuss the proposed St. Ann Catholic Church fire line. The meeting was held to discuss whether the proposed fire line would be public or private. This fire line was discussed previously in a meeting held in October, 1999. I followed that meeting up with a letter dated October 27, 1999 to provide the City's position to you in writing. As I recall, the main issues were whether the fire line must be looped and what the church could do to limit the number of check valves. These issues are addressed in the letter as follows: · "The loop line is provided for in the Uniform Fire Code, as adopted by the City." · "With regard to the check valves, I discussed with City Engineer Ken Griffin, the check valve will be required for the new sprinkler system they will be connecting on Samuel. Also, a check valve will be required for the loop line that loops into the residential street to the north of the project." · "The two additional check valves, one on Samuel and one on Sandy Lake, can be avoided by transferring those lines to the City through private instrument." It is my understanding that engineering staff has proposed an option to you that would meet these requirements and still limit the number of check valves to two. An issue that developed during that meeting was whether or not the new loop fire line would be private. Based on my letter of October 27, 1999, the line would be private. Other options may be available to you depending on the water line layout, but understand that the requirement is for the new loop fire line to be a private line maintained by the property owner. This is consistent with the City's requirements for all fire lines serving new development.
