TRANSPORTATION: Bethel Road is a 2-lane undivided asphalt road with side ditches in a 50'-wide fight-of-way, proposed to be a C2U 2-lane undivided collector street within a 60'-wide fight-of-way from Coppell Road to Grapevine Creek and within a 90' fight-of-way from Grapevine Creek to Denton Tap Road. Item # 10 SURROUNDING LAND USE & ZONING: North - South - East - West - Vacant; "C"- Commercial Zoning Elementary School, School District Administrative .and Maintenance Facilities; "C"- Commercial Zoning Vacant; "PD-LI"- Planned Development, Light Industrial Zoning Vacant, Grapevine Springs Park; "PD-LI"-Planned Development, Light Industrial Zoning COMPREHENSIVE PLAN: The Comprehensive plan suggests a residential use. DISCUSSION: Unlike the preliminary plat, this final plat only reflects Phase 1 of the Summit at the Springs. The applicant is still working on the floodplain reclamation study which directly impacts the development of the second phase. As noted on the face of this plat, there are a number of special exceptions which apply to this planned development subdivision, such as the elimination of alley on a number of lots and no parking on the median side of specific common area lots, along with development-related and areas of responsibility references. In general, the final plat for Phase 1 agrees with the approved preliminary plat. RECOlVIlVIENDATION TO THE PLANNING AND ZONING COlVIMJSSION: Staff recommends approval of this final plat subject to the following conditions being met: 1) Final plat title block should read "Summit at the Springs, Phase 1". 2) Show and label all easements. 3) The Preliminary Entry Development East Entry Scheme 2 needs to show width of the roadway coming off of Bethel Road. For your information, you may be required to provide some type of slope protection in the bend of Grapevine Creek adjacent to Lot 45, Block B and Lot IX, Block A. Impact fees must be paid prior to the submisssion of the Final Executed Plat. Also, the plat needs to be filed for record with Dallas County before issuance of a building permit.
