Subject property was annexed into the city in 1986 and was originally
zoned agriculture and has remained as such since that lime.

This site is mdequateiy served by two major arterials; Beltline Road which
is a primary six-lane divided 0mBD) thoroughfare and In{m~m~e HiLhway
635 which is a major hishway.

COlVlPREH~SIVE PLAN:
A highway commercial designation has been assigned to this area of
Coppell. The Highway com~ designation was designed for such
uses as hotels, restaurants, and low and mid-rise oiYu:es.
ANALYSIS:
Site plan must reflect the location of inlets on Beltline Road. It is possible that
one of them may be in conflict with the northern most driveway.
Subdivision rules require a five foot sidewalk adjacent to Beltline Road.
Presently, there is no need for a sidewalk at this time; however, the applicant
should get approval from the City Council m waive the sidewalk requirement,
with the provision that if at some point the sidewalk becomes a necessity, whereas
the property north of this driving range develops, then the owner of the ~
would construct the sidewalk at the request, of the City.
This site does not have water and sewer available. Both lines are located
approximately 1,600 feet north of this site. If this property were developed under
standard development criteria, i.e. the extension of water and sewer facilities
based on the City of Coppell Master Plan, then the developer would have to
construct 700 feet of 16' water line and approximately 1,500 feet of 24' water
line. The developer would also have to construct approximately 3,500 feet of 12"
sanitary sewer line. The length of the sanitary sewer line going down Beltline
Road and also proceeding along the north side 1-635. As you can see, the
installation of approximately 6,000 linear feet of pbblic utilities to serve a driving
range seems to be an huge expense for the driving range to bear.
The applicant is also proposing an electric toilet for the s~ver, Ozarka for
drinking water and well water for irrigation.
If considered for approval, the Special Use Permit should be required to expire
in five years.
