Coppell Road Site Visit, November 19, 1999
This memorandum is intended to d6cument the issues addressed during the Coppell Road site
visit of November 19, 1999. Personnel present during the site visit were Keyin Young of Freese
& Nichols, Kent Collins, Larry Davis and Mike Martin from the City of Coppell, and Gary
Pryor with Ed Bell Construction. This meeting was prompted by discussions held during the hi-
monthly progress meeting held on November 18, 1999.
TREE REMOVAL
Gary Pryor, Kevin Young, Larry Davis and Kent Collins counted the number of trees
removed for this project. Based on this field assessment, Ed Bell has removed 160 trees, with
stumps to be removed in the near future. This assessment includes the pecan tree located in
front of the Wingo property that has yet to be removed.
DRAINAGE AT SANDY LAKE
It appears that a drainage area larger than that shown on the plans is draining from Sandy
Lake Road into Coppell Road. Kevin Young indicated that Freese & Nichols had investigated
this area during design and will revisit this area to determine if additional storm drain work
will be needed.
BOX CULVERT CONSTRUCTION & DETOUR
· All parties present agree based on field investigation that a two-lane asphalt detour could be
constructed to the west around much of the box culvert construction. This detour would
basically be at existing grade, aligned within the right-of-way, and be of sufficient thickness
to carry track traffic.
· Ed Bell expressed that by keeping the demur road at existing grade, additional shoring should
not be an issue. Also, it was discussed that any fill material that is needed to level the detour
area may be available from utility trench spoil. Gary Pryor indicated that it could be
constructed such that drainage problems will be minimized.
· The transition should have a minimum transition of 150'. This minimum design standard
dictates that this is a low-speed detour.

· The City will examine the possibility of changing the speed limit on Coppell Road for the
remainder of the construction. An alternate to this would be adequate posting of advisory
speed signs.
· The City requested that Ed Bell Construction produce a plan for this detour and an overall
traffic control plan. Any proposed cost increases for this activity will be reviewed by the
City and should be expressed in terms of additional quantities for pay items 'in the
contract.
· Specifics regarding the beginning and ending of the detour (specifically near the intersection)
need to be worked out between Ed Bell, Freese & Nichols and the City.
· The City will contact TXU Electric regarding adding a street light on an existing pole
adjacent to the proposed detour.
· The detour as discussed should allow construction of the box culvert from station 1 +00 to
6+14 while maintaining two-way traffic. The remainder of the box culvert can be
constructed with traffic moved to the top of the completed portion.
